Journal articleAgricultural development efforts that do not address persistent gender gaps miss opportunities for greater impact. This synthesis reflects on key findings from integrated quantitative and qualitative analyses at the nexus of gender, agricultural development, and climate change. Linked farm household-, intrahousehold-, community-, and institutional-level data highlight significant and nuanced gender differences in adaptive capacity of individuals and communities to respond to climate change. The gender gap is also substantial in exposure to climate change and its impacts, and uptake of new practices that lower vulnerability. Women in agriculture will remain largely neglected by information and service providers unless their differing needs, access to, and control over resources are considered at policy and project design stage. Yet clear guidelines for addressing the needs of both men and women in different environments and agricultural systems are still lacking. Participatory ‘action research’ approaches with a focus on co-learning, and using innovative cell phone or social media-based approaches offer exciting new opportunities. Agricultural development decision-makers and project designers need to ‘design with gender in mind’. A broad consensus has emerged that strengthening women's property rights is crucial for reducing poverty and achieving equitable growth. Despite its importance, few nationally representative data exist on women's property rights in Asia, hindering formulation of appropriate policies to reduce gender gaps in land rights. This paper reviews existing micro-level, large sample data on men's and women's control of land, using this information to assess gaps in land rights. Utilizing nationally representative individual-and plot-level data from Bangladesh, Tajikistan, Vietnam, and TimorLeste, we calculate five indicators: incidence of landownership and distribution of landownership by sex, and distribution of plots owned, mean plot size, and distribution of land area, all by sex of owner. The results reveal large gender gaps in landownership across countries. However, the limited information on joint and individual ownership are among the most critical data gaps and are an important area for future data collection and analysis.
Measures of control over assets and participation in household decisions are often used as indicators of bargaining power. Yet, spouses do not necessarily provide the same responses to questions about these topics. Using household survey data from Bangladesh, we examine differences in spouses' answers to questions regarding women's involvement as asset owners and decision makers and develop a model to understand what these differences tell us about household behavior. Disagreement is substantial and systematic; women are more likely than men to say that women own assets and are involved in decision making. These patterns suggest the presence of asymmetric information in the household, in the form of hidden assets or decisions. Finally, correlational analysis shows that when women claim their involvement but men do not include them, it is positively associated with good outcomes for women, but to a lesser extent than when husbands agree that their wives are involved.
