This essay analyzes and syntheses key theories and concepts on neighborhood change from the literature on anchor institutions, university engagement, gentrification, neighborhood effects, Cold War, Black liberation studies, urban political economy, and city building. To deepen understanding of the Columbia University experience, we complemented the literature analysis with an examination of the New York Times and Amsterdam newspapers from 1950 to 1970. The study argues that higher education’s approach to neighborhood revitalization during the urban renewal age, as well as in the post-1990 period, produced undesirable results and failed to spawn either social transformation or build the neighborly community espoused by Lee Benson and Ira Harkavy. The essay explains the reasons why and concludes with a section on a more robust strategy higher education can pursue in the quest to bring about desirable change in the university neighborhood.
The stories of gay spaces across the United States are largely unrecorded, undocumented, and are not centrally collected or archived beyond informal reports and oral histories. Evidence demonstrates that the preservation of historic sites allows for future generations to benefit from intangibles related to community and identity. However, the LGBTQ+ community has been unable to gain benefits that place-based, historic sites can provide, due to an inability to commemorate spaces that have shaped LGBTQ+ history in significant ways. This chapter explores the disparities between the preservation and commemoration of significant LGBTQ+ spaces and the amount of funding distributed to these sites. As of 2016, LGBTQ+ sites comprised only 0.08 percent of the 2,500 U.S. National Historic Landmarks and 0.005 percent of the more than 90,000 places listed in the National Register of Historic Places. This representation is well short of the share of American adults that identify as LGBTQ+ , which in 2017 was approximately five percent of the United States population. In 2010 the Administration of President Barack Obama launched the LGBTQ Heritage Initiative under the National Historic Landmarks Program. This effort underscored a broader commitment to include historically underrepresented groups, including LGBTQ+ individuals. As a result, LGBTQ+ communities became eligible to receive funding for projects through the Underrepresented Community Grant Program. An analysis of the distribution of Underrepresented Community Grant Program funds revealed that the LGBTQ+ community receives considerably less funding compared to other underrepresented communities. The findings from this study suggest that there is still a significant amount of work that remains to be done to integrate LGBTQ+ histories into historic preservation programs that exist at various levels of programming (local, state, and federal).
This article revisits Arnstein’s “ladder of citizen participation” focusing on inner-city residents’ perceptions of public input in neighborhood revitalization projects. It draws from data collected in Buffalo, New York for a larger project that aimed to address negative externalities caused by neighborhood change. Data were collected using focus groups in neighborhoods in the early stages of revitalization. Nine focus groups took place across three neighborhoods experiencing encroachment from hospitals and universities. Data analysis was guided by standpoint theory, which focuses on amplifying the voices of groups traditionally disenfranchised from planning processes. The findings suggest that the shortcomings of public input identified by Arnstein a half century ago remain problematic. Residents continue to perceive limited access to urban planning processes and believe outcomes do not prioritize their interests. This is particularly problematic in minority, working-class neighborhoods when institutionally driven development occurs. Recommendations emphasize enhancing planners’ fidelity to strategies that expand citizen control.
Purpose The purpose of this paper is to examine perceptions of institutional encroachment and community responses to it. Specifically, it focuses on residents’ perceived effects of hospital and university expansion and the role of place making on gentrification in core city neighborhoods. This study offers insights into the processes driving neighborhood displacement and the prospects for grassroots efforts to curb it. Design/methodology/approach Data were collected through focus groups with residents and other stakeholders in working class, minority neighborhoods which were identified as being in the early stages of gentrification. Nine focus groups were held across three neighborhoods experiencing institutional encroachment. The analysis was guided by standpoint theory, which focuses on amplifying the voices of groups traditionally disenfranchized from urban planning and policy processes. Findings The findings suggest that residents perceived institutional encroachment as relatively unabated and unresponsive to grassroots concerns. This led to heightened concerns about residential displacement and concomitant changes in the neighborhoods’ built and social environments. Experiences with encroachment also increased residents’ calls for greater grassroots control of development. Originality/value This analysis illuminates how gentrification and displacement results from both physical redevelopment activities of anchor institutions and their decisions related to place making. The conclusions highlight the importance of empowering disenfranchized groups in the place-making process to minimize negative externalities at the neighborhood level.
