Local food production (LFP) can play an important role in ensuring access to food during supply chain disruptions. Because the drafting, adoption, and implementation of policies regulating LFP is under the purview of local governments in many U.S. states, researchers at University of Florida, Institute of Food and Agricultural Sciences Extension conducted a study to assess whether COVID-19 affected local government stakeholders’ (LGS) (N=92) perspectives on LFP and the role that LFP can play in responding to public health emergencies. LGS who oversee the drafting, adoption, and implementation of LFP policies include staff responsible for code enforcement, sustainability initiatives, and planning, as well as elected and appointed leaders, such as mayors, city and county managers, and city and county commissioners. The survey assessed LGS’ attitudes and knowledge about LFP. The survey also asked LGS about their perceptions and awareness of LFP in their communities, including their perceptions of the benefits of and barriers to LFP and the ways in which LFP producers were using the food they produced. Survey questions also focused specifically on COVID-19 and the role of LFP in public health emergencies. In particular, survey questions asked whether LGS perceived a change in their own attitudes, knowledge, and perspectives; whether there had been a change in the LFP activities in their communities following COVID-19; and what they thought the role of LFP was in responding to public health emergencies. Direct comparisons of LGS who responded to a 2019 survey (N=43) were assessed for statistically significant changes in overall attitudes, knowledge, or perceived benefits of LFP following COVID-19. This study found that LGS have generally positive attitudes and perceptions of benefits of LFP, including its role in public health emergencies, but have limited knowledge about LFP or awareness of barriers to its implementation. The results of this study indicate that LGS understand the potential benefits of LFP in public health emergencies but would benefit from information and training to support the development of policies and programs in their communities.
While Florida is known for theme parks and beaches, its agricultural sector is the second largest industry in the state and accounts for a substantial proportion of the United States' annual production of many fruit and vegetable crops. Florida's farmers have capitalized on the fact that Florida is a top tourism destination, with 70-80% of large producers' sales targeting the theme-park, hotel, restaurant, and cruise line industries that were decimated by stay-at-home orders. With the exception of citrus, peak harvest for these crops is from March to May, which coincided exactly with the onset of the COVID-19 pandemic in the spring of 2020. Florida producers were left with hundreds of millions of pounds of produce with no available market. Florida farmers utilized innovative sales and market opportunities to sell as much of their highly perishable produce as they could. In addition, despite substantial personal hardship and financial losses, producers paid to harvest and transport produce to food banks and other hunger-relief organizations that were overwhelmed with demand from people who recently lost their jobs or were furloughed due to the closures of restaurants, hotels, theme parks, and cruise lines due to the pandemic. However, with the sheer volume of perishable produce left without buyers, some crops simply had to be tilled under or terminated. The COVID-19 pandemic increased awareness of and demand for Florida
Objective The COVID-19 pandemic has disrupted healthcare delivery and clinical research worldwide, with data from areas most affected demonstrating an impact on rheumatology care. This study aimed to characterize the impact of the pandemic on the initial presentation of JIA and JIA-related research in Canada. Methods Data collected from the Canadian Alliance of Pediatric Rheumatology Investigators JIA Registry from the year pre-pandemic (11 March 2019 to 10 March 2020) was compared with data collected during the first year of the pandemic (11 March 2020 to 10 March 2021). Outcomes included time from symptom onset to first assessment, disease severity at presentation and registry recruitment. Proportions and medians were used to describe categorical and continuous variables, respectively. Results The median time from symptom onset to first assessment was 138 (IQR 64–365) days pre-pandemic vs 146 (IQR 83–359) days during the pandemic. The JIA category frequencies remained overall stable (44% oligoarticular JIA pre-pandemic, 46.8% pandemic), except for systemic JIA (12 cases pre-pandemic, 1 pandemic). Clinical features, disease activity (cJADAS10), disability (CHAQ) and quality of life (JAQQ) scores were similar between the two cohorts. Pre-pandemic, 225 patients were enrolled, compared with 111 in the pandemic year, with the greatest decrease from March to June 2020. Conclusions We did not observe the anticipated delay in time to presentation or increased severity at presentation, suggesting that, within Canada, care adapted well to provide support to new patient consults without negative impacts. The COVID-19 pandemic was associated with an initial 50% decrease in registry enrolment but has since improved.
In many US states, the power to regulate urban agriculture (UA) rests in local governments. Although there has been increased interest in UA, some local governments have been slow to adopt policies or ordinances to foster food production in urban areas or have actively sought to limit UA in their municipalities. To learn more about the disconnect between resident interest and local government policy, University of Florida, Institute of Food and Agricultural Sciences Extension and Center for Public Issues Education conducted a statewide survey of local government stakeholders (LGS) to assess their attitudes toward UA, subjective knowledge of UA, perceived benefits of and barriers to the implementation of UA and educational needs. Responses were collected using 5-point semantic differential and Likert-type scales. Overall, respondents displayed positive attitudes and moderate knowledge of UA, and they identified a number of benefits of and barriers to implementing UA in their communities. The findings of this study support the hypothesis that lack of basic knowledge about UA is one difficulty in fostering UA. Despite being positively disposed toward UA, LGS may not fully understand how to effectively develop and implement policies to foster UA. This finding may also help explain reluctance to adopt local government policies to support UA. Efforts to provide LGS key information and enhance their knowledge of UA may support the development of UA activities.
