When spatial land tenure relations are not available, the only effective alternative data method is to rely on the agricultural census at the regional or national scale, based on household surveys and a participatory mapping at the local scale. However, what if even these are not available, which is typical for conflict-affected countries, administrations suffering from a lack of data and resources, or agencies that produce a sub-standard quality. Would it, under such circumstances, be possible to rely on remotely sensed Earth Observation (EO) data? We hypothesize that it is possible to qualify and quantify certain types of unknown land tenure relations based on EO data. Therefore, this study aims to standardize the identification and categorization of certain objects, environments, and semantics visible in EO data that can (re-)interpret land tenure relations. The context of this study is the opportunity to mine data on North Korean land tenure, which would be needed in case of a Korean (re-)unification. Synthesizing land tenure data in conjunction with EO data would align land administration practices in the respective parts and could also derive reliable land tenure and governance variables. There are still many unanswered questions about workable EO data proxies, which can derive information about land tenure relations. However, this first exploration provides a relevant contribution to bridging the semantic gap between land tenure and EO data.
Real estate investment has been an important driving force in China’s economic growth in recent years, and the relationship between real estate investment and PM2.5 concentrations has been attracting widespread attention. Based on spatial econometric modelling, this paper explores the relationships between real estate investment and PM2.5 concentrations using multi-source panel data from 30 provinces in China between 1987 and 2017. The results demonstrate that compared with static spatial panel modelling, using a dynamic spatial Durbin lag model (DSDLM) more accurately reflects the influences of real estate investment on PM2.5 concentrations in China, and that PM2.5 concentrations show significant superposition effects and spillover effects. Moreover, there is an inverted U-shaped relationship between real estate investment and PM2.5 concentrations in the Eastern and Central Regions of China. At the national level, the impacts of real estate investment on land urbanization and PM2.5 concentrations first increased and then decreased over time. The key implications of this analysis are as follows. (1) it highlights the need for a unified PM2.5 monitoring platform among Chinese regions; (2) the quality of population urbanization rather than land urbanization should be given more attention; and (3) the speed of construction of green cities and building of green transportation systems and green town systems should be increased.
This paper evaluates how land governance is re-arranged in a state re-structuring process. We compare the cases of the (re-)unification of China with Hong Kong with that of West and East Germany. The division and (re-)unification of these states mark different land governance re-arrangements. The China-Hong Kong (re-)unification relied on a one-country two-system (OCTS) approach, while in West and East Germany, (re-)unification resulted in the creation of a one-country one-system (OCOS). Our key interest is to identify similarities and differences in both cases and the implications of the differences. To support the analysis, we view land governance and (re-)unification from theoretical to practical lenses-structuration theory and the government tools-based approach. This supports the construction of a conceptual and analytical framework, with which we conduct an in-depth exploration to evaluate land governance re-arrangements. We find that the conceptual and analytical framework proves effective for countries, with entirely different land governance regimes, to decide whether to merge or adapt. We do not conclude which approaches for (re-)unification are appropriate to land governance re-arrangements since all countries have different historical contexts and institutional arrangements. Instead, we recommend that governments consider adaptive land governance in signification structures and focus on hierarchical enforcement in legitimation structures. While multi-level land governance in the domination structure phase is strongly required, issue-and-project-based land governance has a pivotal role in providing cross-boundary infrastructures. Nevertheless, further empirical analysis is recommended to verify how and where the re-arrangement processes are initiated and structured.The North and South Korean (re-)unification quagmire is not new in the world. Increasing globalization and the emergence of disruptive learning technologies have derived a pedagogical paradigm shift from the conventional on-campus higher education to the digital and online higher education. Massive open online courses (MOOCs), especially, are the most notable manifestation of educational transformation. We developed a MOOC entitled Introduction to Land Management (ILMx MOOC) for potential entrants to the land management domain, or for those who simply want to become aware of land-related challenges and brought together with thousands of participants worldwide with freely accessible course content and rooms for open discussion. Our experience with ILMx MOOC has accumulated new knowledge and insight across a broad range of questioning on how to design and develop alternative courseware and teach using digital learning technologies in land management. This paper examines an account of emerging patterns of demographics, geography, and course engagement throughout the ILMx MOOC. We found that the subject of land management in digital higher education affects gender gaps in enrolments. We also assume that the topic of land management has been globally recognized as an important nexus to guide professionals in international development studies and practices as well as sustainability research. However, new behavioral patterns of learners were also observed. They participated in the learning process very enthusiastically only during the first month of the course and this seems to be due to lack of motivation and interest to induce learners efficiently into the learning content. We believe that the culture of excellence in land management needs to be accompanied by engaged excellence and new forms of educational culture and work processes. This means that the high-quality and rigorous knowledge we produce and accumulate is coupled closely with new styles of educational development and delivery, new types of resources and hardware, and extensive engagement with countries, localities, people, and practices of those who handle land matters.
