The purpose of this research is by using notebook PC and Kalman Filter technology to integrate Inertia Navi gation System (INS), Global Positioning System (GPS). Geo graphic Information System (GIS), Global Satellites for Mobile Communication System (GSM) as well as voice modules for maimed-persons real-time vehicle navigation and communication. The results of navigation, communication and information can be shown on GIS display as well as sent to a speaker via a voice module for text to sound transforma tion. I. I NTRODUCTIONRecently the positioning technologies with Global Po sition System (GPS) were extensively applied [1][2] in daily life, such as the TOBE system in the car produced by NISSAN, which had also combined mobile communication and information modules into the final navigation system. In order to raise the accuracy and reliability of navigation information from GPS receiver, this research also inte grated inertia Navigation System (INS), Geographic In formation System (GIS), Global Satellites for Mobile Communication System (GSM) as well as voice module, to build a real-time vehicle navigation, communication, and information system for maimed-person. In which the INS system was consisted by an accelerometer as well as a gyro-compass, and aided by GPS with loosely-coupled closed-loop Kalman Filter structure [3-6], such that it can be easily implemented with less computation requirement. The results of navigation, communication and informationcan be shown on GIS display as well as sent to a speaker via a voice module for text to sound transformation. So that this system is more convenient as well as reliable for maimed-persons or for Enhance-911 emergence usage if the condition is needed.Since the GPS receiver needs satellite navigation in formation for positioning, but this information can be lost due to the atmosphere or the environmental shielding ef fects. On the other hand, the accuracy ofthe INS would be decreased as times go by, but it wouldn't be degraded by the atmosphere or the environmental shielding effects. So that it is a good choice to integrate INS with GPS receiver for time to time calibration without losing the positioning accuracy as well as the system reliability [7].
