FOREWORD111C ASCE Tt.~hnical Council ()n Cold Regions Erlgineering (TCCRE) }u;1.S established the Technic.al C()nlmittee on Frozen Ground f()r the purpose of~ncouraging development of new scientific and engineering knowledge of freezing and thawing of soil-water systenls and perrnancntly frozen ground, and fostering dissemination of this knowledge. To help accolnplish these objectives, TCCRE is publishing a series of Monographs on various cold regions engineering subjects. Each monograph reviews the state of the practice within a defined area through a set ofpapers written by invited experts in the field. This Monograph is the ninth in the series and the first of the 21 st century. It focuses on the methods used to control freezing and thawing of soils in engineered facilities, on the calculations used to predict the thennal consequences and analyze the benefits of various approaches, and on the field monitoring methods used to monitor thennal perfonnance. Much of itVlas drawn from an earlier Il1oI1ograph, published by ASCE in 1985, and titk.xi 111errnal Design Con.siderations in rrozenGrc>1l11d Engillt~(}ring. AU of the nine chapters in thnt volUlne w(..,-e incorporated in th.is new nlon{)graph. . with Illost ()f thetll being extensively reviSt.'"d and updated. Four new chapters were ndded t<) cover rt,~ent devel()pments in this field, including un overview of the toreca~ts and anticipatt..xl cOI1St-quences ()f cliu18te change on cold regions. Many people were inv()lved in the preparatit)n of this rl1onognlph. 111e chapter ,1uthQrs are tt) be given mc)st of the credit and the fact that many are Il{)t AseE Inenlbers is particularly noted. Thanks are due to the Editors ()f the previous rnonograph n"ted above; R.G. Tart and T.G. Krzewinski.~I11is InQf1ogroph was edited D.C. Esch, with the extens.iveassistance of Susan Mitchell at Inkworks {1f Fairbanks., who converted the earlier 11lonograph chapters into a uniform format, inc()11X)rat(.~updates and review Ctlmnlcnts, and prt..,'>8rCd the final document for publishing. F~ch paper had at least two technical reViCYls. In the table that follows all reviewers are listed, and their assistance is greatly appreciated. Without them this monograph would not be of the high quality that it is. All papers (chapters) 8.re eligible for discussion in the Journal o-f Cold Regions l~ngineering and all papers with significant new content are eligible for ASeE awards.iii Downloaded from ascelibrary.org by New York University on 07/29/15.
