This paper presents a novel location management technique, HOPPER, that is designed to support in a scalable and eJficient manner no,z-geographical (lifelong) personal numbers in Personal Communications Services (PCS). Pey:Cbrmance comparisons between our scheme and previous schemes are derived from large scale simulations using a realistic traffic modeling fi'amework Jbr the ten largest cities of the UniWd States. Results show that, in a~Mition to inherently providing nongeographical numbers, the proposed scheme significantly improves lookup pe@)rmance and requires relatively little database access and network signaling resoumes.
