Student council election is a routine school activity every year, but currently the student council election is done manually using ballot papers containing the candidates. The weakness of this system is in addition to the process of getting longer results, it is also prone to fraud due to the excess of manipulated ballot papers, as well as being less environmentally friendly. Therefore the need for a system that is able to provide solutions to these problems, one of which is a responsive web-based student council election system. Web-based systems are more common than mobile-based systems, because they are supported by all device platforms, different if only based on mobile (Android), only devices based on the Android operating system can use the application. Moreover, web technology is now very good, responsive web allows the display of web pages to adjust to the user's screen size automatically, responsive web framework used in this study is bootstrap. In this study, researchers used a software development model which is a prototype. And for the tools used in developing this application is the Unified Modeling Language, and the system testing method uses a blackbox. The internet as a data transmission backbone has security threats in sending data. To overcome the security problem of every data communication that is done through a public network (public network), then a connection is needed that requires a connection between workstations running privately, so that only workstations that have access can connect, by using a virtual private network or VPN. The advantage of a VPN is that data sent over an encrypted VPN is quite safe and the secret is maintained even through the internet network because the data sent will go through the tunnel. Tunneling itself is a method for transferring data from one network to another by using a veiled internet network. Two protocols can be chosen in a VPN, namely Point to Point Tunneling Protocol (PPTP) and Layer 2 Tunneling Protocol (L2TP). However, the performance of each of these protocols is unknown yet. To find out the performance of the two protocols we need a test with a simulation method. Using a Mikrotik router and Wireshark application with Quality of Service (QoS) parameters consisting of Packet Loss, Delay, and Throughput on 2 clients connected to the mikrotik router and each client uses a different protocol. All clients will stream videos simultaneously to get a data packet capture. The test results will be grouped into four categories, namely bad, moderate, good and very good. It is expected that data will be able to show the quality of service of both protocols. so that it can be used as a reference in the selection of VPN protocol to be used.Keywords: Quality of Service, PPTP, L2TPABSTRAKInternet sebagai backbone pengiriman data memiliki ancaman keamanan dalam pengiriman data. Untuk mengatasi masalah keamanan setiap komunikasi data yang dilakukan melalui jaringan publik (public network) maka diperlukan suatu mekanisme yang memungkinkan koneksi antar workstation berjalan secara private, sehingga hanya workstation yang memiliki akses yang dapat saling terhubung, dengan cara memanfaatkan virtual private network atau VPN. Keuntungan VPN adalah data yang dikirimkan melalui VPN terenkripsi sehingga cukup aman dan rahasianya tetap terjaga meskipun melalui jaringan internet, karena data yang dikirim akan melalui tunnel. Tunneling sendiri merupakan metode untuk transfer data dari suatu jaringan ke jaringan lain dengan memanfaatkan jaringan internet secara terselubung. Terdapat dua protokol yang dapat dipilih dalam VPN yaitu Point to Point Tunneling Protocol (PPTP) dan Layer 2 Tunneling Protocol (L2TP). Akan tetapi belum diketahui performa dari masing – masing protokol tersebut. Untuk mengetahui kinerja dari kedua protokol tersebut diperlukan sebuah pengujian dengan metode simulasi. Menggunakan router mikrotik dan aplikasi Wireshark dengan parameter Quality of Service (QoS) yang terdiri dari Packet Loss, Delay, dan Throughtput pada 2 client yang terhubung ke router mikrotik dan setiap client akan menggunakan protokol yang berbeda. Semua client akan melakukan video streaming secara bersamaan untuk mendapatkan capture paket data. Hasil pengujian akan dikelompokkan menjadi empat kategori, yaitu kategori buruk, sedang, bagus dan sangat bagus. Diharapkan akan dihasilkan sebuah data yang dapat menunjukkan kualitas dari layanan kedua protokol tersebut. sehingga dapat dijadikan acuan dalam pemilihan protokol vpn yang akan digunakan.Kata kunci: Quality of Service, PPTP, L2TP
The end result is the hope of the process that has been carried out, the strategy is a very basic tool to achieve the desired expectations. To realize the training and education institutions that have a commitment in achieving the vision and mission is a good end hope from the educators especially the expectations of each of the parents of the students by upholding discipline, which has not fully implemented and implemented the IS / IT, so information what is needed cannot be managed properly. For this reason, an ICT-based system is needed which is expected to be able to produce accurate and timely information. The purpose of this paper is to identify data and information needs in policy formulation and develop strategic information system plans. The basic concept used is the methodology proposed by John Ward and Peppard. The steps are carried out by analyzing the internal and external business environment of the Institute, internal and external IS / IT analysis of the institution, followed by the process of identifying the strategy, and designing future portfolios. The method of analysis was carried out using several analytical methods, among others, SWOT, Critical Success Factors, Value Chain, PEST, and Mc Farlan Strategic Grid.The results of the research are the strategic planning blue print. The information produced will be integrated information for administrative needs and public services. Strategic objectives of IS / IT are excellent services that are reliable to be achieved with optimal implementation with ICT support. Preparation of IS / IT strategic planning according to the IS / IT portfolio produced so that it can have a positive impact on future strategic planning to obtain optimal results and based on contributions to the objectives to be achieved.. Tahapan yang dilakukan dengan melakukan analisa lingkungan bisnis internal dan eksternal Lembaga, analisa SI/TI internal dan eksternal lembaga, dilanjutkan dengan proses identifikasi strategi, dan melakukan rancangan portofolio masa yang akan datang. Metode analisis yang dilakukan menggunakan beberapa metode analisis antara lain, SWOT, Critical Success Factor, Value Chain, PEST, dan Mc Farlan Strategic Grid.Hasil penelitian merupakan blue print perencanaan strategis. Informasi yang dihasilkan akan menjadi informasi yang terintegrasi untuk kebutuhan administratif dan pelayanan publik. Lecturer research or scientific results published both nationally and with Sinta accreditation. This is done to determine the level of publication of lecturer research results that have been published so that they can be easily disseminated so that the knowledge gained influences knowledge in general and has an impact on people's lives. The problem in this research is how to apply the K-Means clustering method with reference to the results of lecturer research publications based on national journals and sinta accredited journals. In this study, the researchers used the K-Means method, which has the goal of minimizing the objective function that has been set in the clustering process and maximizing the variation of data in other clusters. So researchers will look for the best number of clusters in the K-means method. The discussion is carried out based on the data that has been collected in the form of national journal weights and sinta accredited journal weights by utilizing Matlab R2013b software. From the results of system testing, lecturer clustering was obtained related to the results of journal weights, namely lecturers with high national scores and no sinta accreditation weights, lecturers with quite high national weights and high sinta accreditation weights, moderate national weights and low sinta accreditation weights, low national weights and high weights with low Sinta accreditation. This study resulted in the conclusion that the data was processed through several stages, starting with calculating the weight value of each issue of the national journal and sinta accredited journal. Then the results of these weights are recapitulated based on each lecturer so that it can be seen the total value of the lecturers' weights in publishing research results in the form of journals that have been published both in the form of national publications and sinta publications.
