Studies on the transformation of public services, especially in the era New Normal, not only focus on digitalization efforts but also relate to culture and crises that require social restrictions and solutions to local approaches are not comprehensive in analyzing qualitatively and from two government perspectives, namely Department of Occupation and Civil Registry (Dispendukcapil) of Madiun City and Society. This article aims to describe and analyze people's perspectives on transforming public services carried out by the Madiun Municipal Dispendukcapil. This research was conducted by observing Madiun City people who take care of the Madiun City Dispendukcapil and studying literature. The results showed that the community was still not adaptive to the service transformation carried out, but this was because the dissemination of information from the Dispendukcapil was not widespread, so that people still came to the service office, besides that the limited ability of the digital platform by the community was also an obstacle. The government's strategy that must be carried out in improving services in the era new normal is to consider the risks of ASN in serving, especially the provision of ASN with complete personal protective equipment. It requires collaborative leadership where all sectors must be carried out as well as unlimited creativity and responsiveness.
Pertumbuhan ekonomi menjadi cita-cita besar pemerintah daerah dalam bingkai otonomi daerah saat ini, memanfaatkan potensi daerah salah satu jalan namun tidak semua pemerintah daerah memiliki kemampuan sama dalam mengelolah sumber dayanya sehingga membutuhkan investor. Tapi sulitnya mendapatkan investor untuk menanamkan modalnya pada suatu daerah menjadi masalah baru seperti Kabupaten Jeneponto yang menjadi daerah tertinggal di provinsi Sulawesi selatan berdasarkan Peraturan Presiden Nomor 131/2015 tentang Penetapan Daerah Tertinggal Tahun 2015–2019. Sedangkan potensi yang dimiliki sangat melimpah dan unggul seperti penghasil garam, rumput laut, Gula merah, sayuran dan destinasi wisata yang beragam. Kurangnya investasi membuat potensi tersebut tidak termanfaatkan, hal ini diakibatkan karena kurangnya promosi perizinan yang rumit dan kolaborasi yang tidak dibangun pemerintah daerah dengan pihak lain. Metode penelitian yang digunakan penelitian deskriptif kualitatif, Fokus penelitian yaitu Strategi dari Jeneponto Smart Branding (JSB) dalam meningkatkan investasi, Data yang terkumpul merupakan hasil yang diperoleh melalui pengumpulan data primer seperti observasi, studi pustaka, dan pengumpulan data sekunder seperi data pendukung yang diperoleh dari arsip/dokumen yang sudah ada atau literatur tulisan yang sangat berkaitan dengan judul penelitian. Hasil Penelitian menemukan bahwa program Jeneponto Smart Branding yang dilaksanakan dengan prinsip kolaborasi, perubahan pola pikir dan digital kekinian berjalan baik dengan meningkatnya realisasi investasi mencapai Rp 2,714 triliun atau meningkat 6,04% dibandingkan tahun 2017 dan tertinggi di Sulawesi selatan.
This study discusses government communication in disaster management in Masamba, North Luwu Regency, South Sulawesi Province. The purpose of this study was to describe the communication process of the North Luwu Regency Government, South Sulawesi Province in handling banjir bandang disasters in Masamba. This research method uses a qualitative descriptive approach. The results of the study indicate that the central government's efforts in disaster management focus on handling refugees and restoring housing and public facilities. However, in government communication that occurred in the Masamba flash flood, North Luwu Regency, South Sulawesi Province, the central government was less communicative, causing several problems such as the utilization of volunteers and the distribution of logistics was uneven and less focused. This is evidenced by the rejection by the central government through the Minister of Human Development and Culture regarding the construction of temporary shelters initiated by the Indonesian National Armed Forces (TNI) from the Hasanuddin Military Command not utilized even though the construction has been completed. Finally, the Regent of North Luwu with a humanistic approach was able to resolve the problem between the community and the central government
The purpose of this study is to analyze and find the supporting and inhibiting factors of regional financial accountability and specifically regarding regional expenditures for the North Luwu district government. The method used in this study is a qualitative descriptive type with data collection techniques including primary data and secondary data. The results of the study which were analyzed based on the four elements of accountability according to Jonathan Koppel showed that the Transparency Dimension still had weaknesses in terms of timeliness in budget preparation and access to public information. Dimensions of Liability, where the consequences of misuse of the budget for employees who are not actively working are required to be returned in the amount of Rp. 91,848,019. In the Control Dimension, the Internal Inspectorate Supervisor is still not optimal, such as the low value of the follow-up to the findings of the BPK-RI that has been completed, while the DPRD supervision is quite good. Meanwhile, the responsibility dimension is still lacking because there is an expenditure budget that is used in vain and does not bring outcomes, such as equity participation in PDAM Luwu Utara. The last dimension is responsiveness, which can be seen from 1464 proposals for musrenbang only 606 proposals are accommodated. In addition, there are also supporting and inhibiting factors in the accountability of North Luwu Expenditures.
