State-assisted return programmes (SARPs) have emerged as key components of diaspora mobilisation strategies in countries of origin. Especially in countries where the principle of jus sanguinis underpins citizenship regimes, these programmes have often been drawn from ostensibly national(istic) discourses in order to encourage the repatriation of (mostly highly skilled) citizens residing abroad. Drawing on interviews with public officials and migrants as well as content analysis of primary and secondary materials, this paper examines SARPs deployed by Israel and Germany. It argues that while the discourse and practice within which state programmes are embedded (re-)construct the nation in certain ways that are commensurate with perceived determinants of return, migrants have often rejected these formulations, underscoring instead a range of neglected personal and professional return-oriented risks. The paper's main contribution lies in better clarifying the links between highly skilled return migration policy, national identity and migration determinants and uncovers the diverging articulations of return used by state and migrants alike.
Israel defines itself as a Jewish state by way of ideology, policy, and constitutionality. Jewish immigration is encouraged, and rewarded with direct access to Israeli citizenship for olim (Jewish immigrants) and their immediate family. The legal situation for foreign, non-Jewish partners, and spouses of Israeli Jewish citizens is different: these non-Jewish immigrants can potentially access Israeli citizenship through the Nationality Law. These different inroads into Israeli citizenship for both groups must be seen in connection to diasporic Jewish history, Israeli history, the country’s geopolitical situation, as well as attitudes toward intermarriage. In practice this means that the incorporation of non-Jewish spouses of olim is a compromise to bolster Jewish immigration, while the problems of incorporating the partners/spouses of Israeli Jewish citizens stem from (historic and current) negative attitudes toward intermarriage, the Israeli/Palestinian conflict, and labour migration, all of which ramify into the issue of family reunion for all Israeli citizens.
German-speaking Jews arrived in Palestine in vast numbers from 1933 onwards. They are not Olim (ascenders, Jewish immigrants to Palestine/Israel) in the classical, Zionistic sense but emigrated out of necessity from Europe. Their history in Europe, and their arrival in Palestine reflect a particular integration into the nascent Jewish society, and resulted in a pronounced particularism that was transmitted across generations. To understand the interdependence of self-definition and superimposed ascription within a society that aims at absorbing immigrants, this paper chronicles the different definitions of Germanness amongst three generations of Yekkes (German-speaking Jews) in Palestine, later Israel, by focusing on community building, familial tradition, and everyday praxes of expressing Germanness.
While Jewish immigration to the State of Israel is a key component of Zionist ideology, emigration has been discouraged and vilified. Yet, Israeli Jewish citizens have been leaving throughout. This paper chronicles the approaches of the State of Israel towards its citizen diaspora, which shifted from rejection to the realisation of Israelis abroad as a fait accompli, and a resource for the state. At the same time, it depicts the self-organisation of Israeli citizens abroad, and their on-going ties to the State of Israel, even if they are highly critical of it. To elaborate on this dialectic, the paper zooms in on Israeli citizens in Germany. In consequence, I argue that the secularised notion of the ‘love for the Jewish people’ (ahavat yisrael) can be extended to ahava be’ad ha’medinat yisrael (love for the State of Israel) in the present to conceptualise the on-going relationship of Israeli citizens abroad to Israel, and its implementation by the state.
