Most instruments used to assess offenders' risk of recidivism were developed and validated on male samples. Use of these instruments with female offenders is, however, common practice. This use with female offenders implies the assumption that the risk of recidivism can be predicted on the basis of the same risk factors for women as for men. Yet, this implied gender-neutrality of offender risk instruments has been the topic of much debate. This study compared criminogenic needs in male and female offenders and their relevance in predicting recidivism. A large sample of male and female offenders (N = 16,239) charged with a range of index offenses was studied. Results mainly support the gender neutrality of existing offender risk and needs assessment. However, results do suggest that some criminogenic needs may indeed have a different impact on recidivism for men and women. Problems with accommodation, education and work, and relationships with friends were more strongly correlated to general recidivism in men than in women. For women, difficulties with emotional well-being had a stronger correlation with recidivism than for men. In addition, relative to all other criminogenic needs, problems with emotional well-being were more important for women than for men in predicting general as well as violent recidivism. However, because the bivariate correlation for female offenders between emotional difficulties and recidivism is weak (as it is for male offenders), the question remains whether the relative importance of emotional difficulties in predicting recidivism in women actually has clinical relevance.

Psychopathology might be a risk factor for terrorist offending as it is for violent offending. Therefore, we examined the prevalence of psychopathology in young and adult Jihadist terrorist offenders on the basis of primary source judicial information and forensic mental health reports with the European Database of convicted Terrorist offenders (EDT). We hypothesised that psychopathology might be associated with ideological risk factors, and that these associations might be different for young and adult terrorist offenders. Therefore, we examined whether and to what extent psychopathology is related to a violent ideology, to grievances and anger about perceived injustice. We investigated whether this differs among 120 adult and 46 juvenile terrorist offenders. We found that most adult and young Jihadist terrorist offenders with a forensic mental health report had psychopathological problems. Most frequently found were symptoms and traits of intellectual disability disorders, depressive disorders, psychotic/schizophrenic disorders, substance use disorders, and personality disorders. Most frequently found clinically relevant personality traits were problems with relationships, poor regulation of aggression, feelings of anger, and paranoid feelings. We found some first indications for a positive association between psychopathology and grievances and anger about perceived injustice. In the young terrorist offenders with depressive symptoms, grievances about perceived injustice were more often present than in young terrorist offenders without these symptoms. In adult terrorist offenders it was found that grievances about perceived injustice and the anger were related to cluster B personality traits. In addition, in both young and adult terrorist offenders expressed grievances about perceived injustice were related to problems with relationships. Further research into psychopathology in terrorist offenders seems necessary with larger groups of adolescents and adults in relation to ideological, personal and contextual risk factors and how these factors relate to different terrorist acts. This may lead to more knowledge about engagement into terrorism and possible disengagement from terrorism. It may also lead to the inclusion of psychopathology into violent extremism risk assessment tools.

Although many studies have examined various aspects of terrorism, relatively little is known about risk indicators associated with specific types of terrorist offences. To partly fill this void, this study explores differences on risk indicators of the Violent Extremism Risk Assessment tool (VERA-2R) between 21 Jihadist offenders who were convicted for homicide and a comparison group of 30 Jihadist offenders convicted for other Jihadist terrorist offences. In doing so, we use judicial data from the European Database of Terrorist offenders (EDT). The results reveal that a number of risk and protective indicators differ between both groups. Both terrorist offender groups often expressed grievances about perceived injustice, but the homicide group more frequently expressed anger, moral outrage, or hatred in response to the perceived injustice than the comparison group. The homicide group also identified their attacks more often than the comparison group, and were more actively engaged in planning and preparation them. Additionally, the homicide group was less often motivated to commit their terrorist offences by group belonging compared with the non-homicide group. With respect to the protective indicators, persons in the comparison group more often reject violence as a means to achieve goals. Although further research is necessary, the results from this study indicate that a differentiated approach might be needed for risk assessment and risk management of the terrorist offender population.
