The article will address the challenge faced by the government of the Republic of Korea to incorporate the 1.57 million foreign-born residents into its social, economic, and political landscape. These new residents and citizens include ethnic Koreans raised abroad, North Korean migrants/defectors, Southeast Asian migrant workers and marriage migrants, Central Asians, North Americans, and others. The author concludes that the government should continue to help shape what it means to be Korean in the 21st century through tolerance, understanding, and appreciation of cultural and ethnic diversity.
