Residential buildings and premises must comply with sanitary rules and regulations, but a lot of provisions of sanitary and epidemiological requirements for living conditions contradict Federal legislation and do not provide for the regulation of public relations arising in the process of ensuring sanitary and epidemiological well-being of population at all stages of arranging residential buildings and premises, therefore they require updating. International, national regulatory legal acts of a number of countries, regulatory legal acts of Russian Federation, establishing sanitary and epidemiological requirements for living conditions in residential buildings and premises, research studies carried out in Russia and abroad were used as research materials. A set of general scientific research methods: analytical, system-structural, comparative was a procedural basis of the study. Widening of the scope of sanitary standards and rules: extension of responsibility for compliance with the requirements of the document to the executive authorities, expanding the list of objects prohibited for allocation in residential buildings, measures to ensure a barrier-free environment for the disabled, requirements of inadmissibility of residential building destruction by mold, and others were suggested as the results of the study. Due to the fact that the problem of fresh air is common, the design indices of air and air exchange rate are proposed. Recommended changes regarding noise regulation assume the elimination of contradictions when correction coefficients are applied. Conclusions. Analysis of current sanitary and epidemiological requirements enabled to specify indoor environmental factors of the living space, originating from an interaction of outdoor environment, indoor environment of the living space and direct effect of the human himself and on which favorable living conditions depend, and elaborate on the reasons of violations of the established requirements. Suggested changes and additions corresponded to the main trends existing in international practice are aimed at specifying the provisions of the document, optimizing a number of standards, and eliminating contradictions. It is noted that regulation and monitoring of dwelling condition cannot be limited just by the indoor premises of the building. It is necessary to consider the living environment as a united system: human - residential unit (apartment, room, and auxiliary facilities) - building - surrounding grounds- microdistrict - residential area of the city.
Relevance. 40% of the total number of employees are constantly or periodically engaged in work in open areas and in unheated industrial premises. Given that more than 70% of the country’s territory is in cold climate areas, the tasks of preserving their health are a priority. The original articles on the assessment of adverse effects of natural and climatic factors in cold climate regions on the reproductive health of the population, presented in databases and information systems: RSCI, CyberLeninka, Scopus, Web of Science and meeting the criteria for compliance with the stated purpose and quality of research, were analyzed. A significant part of reproductive losses has been proven to be related to the exposure to a number of occupational risk factors; however, workers’ engagement in outdoor operations with a higher risk of cold stress in combination with other factors remains one of the least studied problems of preventive medicine. Considering more than 70% of the country’s territory to be represented by cold climate regions, where up to 40% of the total workforce are permanently or periodically engaged in outdoor works and in unheated industrial premises, the protection of their health is a national priority. A total of two hundred three full-text publications were identified by targeted search, of which 132 fully met these inclusion criteria. Conclusion. As a result of a systematic review of published works available in national and international bibliographic indexing systems, including the results of our own research, engagement in work operations in cold climate regions has been proved to be associated with the risk of functional overstrain of most human life-supporting systems leading to health impairments. To date, there have been identified a significant number of occupational risk factors including chemical, physical, biological, psycho-emotional and ergonomic ones that might induce adverse effects on the reproductive health of women and men such as acute and chronic damage to reproductive functions, fetal development impairment and increased early perinatal mortality. At the same time, the role of cooling weather and climatic factors in the occurrence of such disorders, primarily among workers who systematically perform work operations outside heated industrial premises in cold climate regions there is least studied.
The need to protect underground sources of drinking and household water supply. Many reasons, including climatic changes, an increase in anthropogenic pressure, and an increase in the need for drinking water, dictate the need to protect underground sources of drinking and domestic water supply. The USSR was the pioneer in the field of drinking water protection in the world. Already in 1956, USSR put an instruction on the establishment of sanitary protection zones (SPZ) into effect. The United States took the first steps in resolving this issue only seven years later. Along with Soviet developments, the USA and German guidelines are still fundamental and contain fundamental recommendations for groundwater protection. The requirements related to the protection of water intakes in the legislative acts of various states have been implemented at the international level (Directive 2000/60 / EU, Directive 2006/118 / EU), nationally (Australian National Strategy, USA Safe Drinking Water Law, PRC Law on Drinking Water Pollution Prevention and Control) and Local Levels (New Jersey safeguard zone (SGZ) Guidelines). Among the standard features is the allocation of belts in the S with different permitted use regimes: belt I (strict regime) - 10-50 m, belt II -50 days -10 years, belt III - the entire catchment area. Conclusions. Despite the fact that each country uses different approaches to protecting groundwater, in general, there is a similarity in the establishment and organization of SGZ for groundwater intakes, in which certain activities are prohibited or restricted. In the Russian Federation, it seems important to formalize the results of scientific research and existing experience in the protection of underground sources of drinking water supply in the form of Guidelines to allow ensuring optimal management of drinking water resources and preserve the quality of drinking water, to guarantee their availability in the future.
