Recent assaults on foreign-funded civil society groups in Egypt and Russia reflect a worrisome trend: Since 2002, twenty countries have updated their laws to restrict foreign funding to NGOs. Under what conditions do governments set these restrictions in place? Using original data from nearly 100 countries and case studies of regime behavior in East Africa and the former Soviet Union, we find that vulnerable governments restrict foreign support to civil society when they feel vulnerable to domestic challenges. Yet, worries about international retaliation can restrain such behavior if governments believe that clamping down will cost them more than it is worth.
Scholars of the resource curse argue that reliance on primary commodities destabilizes governments: price fluctuations generate windfalls or periods of austerity that provoke or intensify civil conflict. Over 350 quantitative studies test this claim, but prominent results point in different directions, making it difficult to discern which results reliably hold across contexts. We conduct a meta-analysis of 46 natural experiments that use difference-in-difference designs to estimate the causal effect of commodity price changes on armed civil conflict. We show that commodity price changes, on average, do not change the likelihood of conflict. However, there are cross-cutting effects by commodity type. In line with theory, we find price increases for labor-intensive agricultural commodities reduce conflict, while increases in the price of oil, a capital-intensive commodity, provoke conflict. We also find that price increases for lootable artisanal minerals provoke conflict. Our meta-analysis consolidates existing evidence, but also highlights opportunities for future research.
Foreign investment in Africa’s mineral resources has increased dramatically. This paper addresses three questions raised by this trend: do commercial mining investments increase the likelihood of social or armed conflict? If so, when are these disputes most prevalent? And, finally, what mechanisms help explain these conflicts? I show, first, that mining has contrasting effects on social and armed conflict: while the probability of protests or riots increases (roughly doubling) after mining starts, there is no increase in rebel activity. Second, I show that the probability of social conflict rises with plausibly exogenous increases in world commodity prices. Finally, I compile additional geo-spatial and survey data to explore potential mechanisms, including reporting bias, environmental harm, in-migration, inequality, and governance. Finding little evidence consistent with these accounts, I develop an explanation related to incomplete information—a common cause of conflict in industrial and international relations. This mechanism rationalizes why mining induces protest, why these conflicts are exacerbated by rising prices, and why transparency dampens the relationship between prices and protest.
Skepticism about the quality of health systems and their consequent underuse are thought to contribute to high rates of mortality in the developing world. The perceived quality of health services may be especially critical during epidemics, when people choose whether to cooperate with response efforts and frontline health workers. Can improving the perceived quality of health care promote community health and ultimately help to contain epidemics? We leverage a field experiment in Sierra Leone to answer this question in the context of the 2014 West Africa Ebola crisis. Two years before the outbreak, we randomly assigned two interventions to government-run health clinics—one focused on community monitoring, and the other conferred nonfinancial awards to clinic staff. Prior to the Ebola crisis, both interventions increased clinic utilization and patient satisfaction. Community monitoring additionally improved child health, leading to 38 percent fewer deaths of children under five. Later, during the crisis, the interventions also increased reporting of Ebola cases by 62 percent, and community monitoring significantly reduced Ebola-related deaths. Evidence on mechanisms suggests that both interventions improved the perceived quality of health care, encouraging patients to report Ebola symptoms and receive medical care. Improvements in health outcomes under community monitoring suggest that these changes partly reflect a rise in the underlying quality of administered care. Overall, our results indicate that promoting accountability not only has the power to improve health systems during normal times, but can also make them more resilient to emergent crises.
Commentators covering recent social movements, such as the Arab Spring, commonly claim that cell phones enable protests. Yet, existing empirical work does not conclusively support this contention: some studies find that these technologies actually reduce collective action; many others struggle to overcome the selection problems that dog observational research. We propose two mechanisms through which cell phones affect protests: (1) by enabling communication among would-be protesters, cell phones lower coordination costs; and (2) these technologies broadcast information about whether a protest is repressed. Knowing that a larger audience now witnesses and may be angered by repression, governments refrain from squashing demonstrations, further lowering the cost of protesting. We evaluate these mechanisms using high-resolution global data on the expansion of cell phone coverage and incidence of protest from 2007 to 2014. Our difference-in-differences estimates indicate that cell phone coverage increases the probability of protest by over half the mean. Consistent with our second mechanism, we also find that gaining coverage has a larger effect when it connects a locality to a large proportion of other citizens.
