Some policies fail to achieve their goals and some succeed. More often than not, it is unclear whether a policy has been a success or a failure, sometimes because the goal was not clear, or because there were a multitude of goals. In this introduction to this special issue we discuss what we mean by policy success and failure, and assume that policy success or failure is ultimately the result of the decision-making process: policy success results from good policies, which tend to come from good decisions, which are in turn the result of a good decision-making process. We then set out a framework for understanding the conditions under which good and bad decisions are made. Built upon factors highlighted in a broad literature, we argue that a potential interaction of institutions, interests and ideology creates incentives for certain outcomes, and leads to certain information being gathered or prioritised when it is being processed. This can bias decision-makers to choose a certain course of action that may be suboptimal, or in other cases there is an absence of bias, creating the possibility for making successful policy choices.
Cross-border cooperation on the island of Ireland has a long history, if often a limited scope. The emergence of statutory North/South bodies after the Belfast/Good Friday Agreement of 1998 added a new dynamic. This paper argues that the further development of the Dublin–Belfast Economic Corridor will require key stakeholders to engage widely, not only with a private sector whose rationale will be greater levels of commercial activity along the Corridor but also with others who will bring additional agendas into discussion, including sustainability and quality of life. Political engagement will also be critical to ensure that the top-down support, in terms of investment and alignment with other policy priorities, is present. The framework for this collaboration is already in place, something that was absent in the 1990s. Actors and policy entrepreneurs who can bring together the different types of engagement on a cross-border basis are required.
The National Social Enterprise Policy of Ireland was launched in 2019 following a slow and episodic process. The aim of the paper is to examine the development and implementation of the National Social Enterprise Policy. In particular the interaction between key sectoral stakeholders in the development of the policy and the primary influences on the process. The results of a substantial qualitative enquiry details the complex set of relationships underpinning the development of social enterprise policy in a multi-level governance framework. It situates the National Social Enterprise Policy in an environment unusually susceptible to sub-sectoral advocacy and highlights the particular characteristics of the Irish case where social enterprise policy is largely removed from broader social economy policy interventions in Ireland and the European Union. The paper highlights the complex and fluid environment in which various stakeholders articulated and advocated for their policy positions. It also details how the relevant policy institutions engaged with and were influenced by stakeholders. It contributes to the understanding of social enterprise policy formulation and how this process can become more inclusive.
