Many children in Canada and the United States experience poor-quality child care on a regular basis. Under the rubric of “parent choice,” governments continue to permit a variety of licensed care providers (centers and homes) as well as unlicensed home child care providers. Research suggests, however, that parents are not well-informed consumers about child care services, unaware of even the basic characteristics of their child’s care. In this study, we provide findings from a latent profile analysis based on a conjoint survey conducted in Toronto, Canada to better understand the factors that influence parents’ decisions in selecting child care services. Based on responses from over 700 parents, we identify five classes of parents that reflect a range of preferences in selecting child care. However, most groups show a strong preference for licensed early childhood education and care (ECEC) options. Limitations of this study and implications for policy are discussed.
The policy feedback literature highlights that the design of public policies can affect recipients’ experience of those policies and programs. In this paper, we examine the largely unexplored distributional implications of market-based early childhood education and care (ECEC) services. We present the results of a quasi-behavioral conjoint survey of 606 parents in the City of Toronto. Grouping parent respondents by income and access to public subsidies, we find evidence that access to public subsidies influences the ECEC preferences of lower income parents. We explore these findings with respect to how non-subsidized lower income parents experience the market for ECEC. We find evidence that non-subsidized lower income parents are more cost-conscious; this is likely to result in their using less well-regulated ECEC that is more variable in quality. In turning to less well-regulated care, the burden of performing oversight and quality assessments falls on these parents. However, our study finds that lower income non-subsidized parents report the least engagement with learning about ECEC, suggesting that they are likely to be the least able to effectively monitor their children’s care arrangements. We explore the implications of these findings regarding the effects of policy on vulnerable children’s access to high quality ECEC services.
Existing research demonstrates that parents are poorly informed consumers of early childhood education and care (ECEC) services. Choosing such services is a complex process shaped by a combination of logistical limitations (e.g., cost/location), informational barriers and ideas about what the goal of care should be (e.g., education of young children or provision of an environment that feels like home). Experimental studies have also demonstrated that when study participants are informed of the importance of a specific decision, they engage in more complex decision-making. In this article, we test whether providing parents with information about the regulatory stringency of ECEC options available influences their choices regarding ECEC. A conjoint survey designed to capture quasi-behavioural choices for ECEC services was completed by 682 parents. Before engaging with the survey, participants were randomly assigned into either a control group or a treatment group that informed them about the stringency of oversight regarding ECEC options available in the province of Ontario, Canada. Receiving information did not meaningfully change the choices of the entire sample. However, a subgroup analysis revealed an important information effect on parent decisions for lower income/lower-education parents.
