The development of information and communication technology electronically in the contemporary era is inseparable from the use of the internet as the main aspect and support for government activities. The Surabaya City Government initiated the Media Center as a form of public complaint service. The condition of the people of Surabaya City who live in areas with adequate development of information and communication technology electronically is not in harmony with the number of people who do not know the Media Center that has existed since 2011. This is the government's task to socialize the Media Center as a form of complaint service. Public. Based on this phenomenon, it is interesting to know how the Surabaya City Government's communication strategy in Disseminating the Surabaya Media Center to the Community. The method used is a qualitative approach. Data collection techniques used are interviews, observation, and documentation. The results of the study show that the communication strategy carried out by the Surabaya City Government through social media and government activities in disseminating the Media Center has not been successful. The message or information conveyed by the City Government has not been conveyed properly and evenly to the community as a communicant. Abstrak Perkembangan teknologi informasi dan komunikasi secara elektronik era kontempoter tidak luput dari penggunaan internet sebagai aspek utama serta penunjang dalam kegiatan pemerintahan. Pemerintah Kota Surabaya menggagas Media Center sebagai bentuk layanan pengaduan masyarakat. Kondisi masyarakat Kota Surabaya yang hidup di wilayah dengan perkembangan teknologi informasi dan komunikasi secara elektronik yang memadai, kurang selaras dengan banyaknya masyarakat yang belum mengetahui Media Center yang sudah ada sejak tahun 2011. Hal tersebut menjadi tugas pemerintah dalam upaya mensosialisasikan Media Center sebagai bentuk pelayanan pengaduan masyarakat. Berdasarkan fenomena tersebut menarik untuk diketahui bagaimana strategi komunikasi Pemerintah Kota Surabaya dalam Mensosialisasikan Media Center Surabaya Kepada Masyarakat. Metode yang digunakan pendekatan kualitatif. Teknik pengumpulan data yang digunakan yaitu wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan strategi komunikasi yang dilakukan Pemerintah Kota Surabaya melalui media sosial dan kegiatan pemerintahan dalam mensosialisasikan Media Center belum berhasil. Pesan atau informasi yang disampaikan oleh Pemerintah Kota belum tersampaikan dengan baik dan secara merata kepada masyarakat sebagai komunikan.
