The first months of 2020 were marked by the rapid spread of the acute respiratory disease, which swiftly reached the proportions of a pandemic. The city and county of Suceava, Romania, faced an unprecedented crisis in March and April 2020, triggered not only by the highest number of infections nationwide but also by the highest number of infected health professionals (47.1% of the infected medical staff nationwide, in April 2020). Why did Suceava reach the peak number of COVID-19 cases in Romania? What were the vulnerability factors that led to the outbreak, the closure of the city of Suceava and neighboring localities, and the impossibility of managing the crisis with local resources? What is the relationship between the population’s lack of confidence in the authorities’ ability to solve the crisis, and their attitude towards the imposed measures? The present article aims to provide answers to the above questions by examining the attitudes of the public towards the causes that have led to the outbreak of an epidemiological crisis, systemic health problems, and the capacity of decision makers to intervene both at local and national level. The research is based on an online survey, conducted between April and May 2020, resulting in a sample of 1231 people from Suceava County. The results highlight that the development of the largest COVID-19 outbreak in Romania is, without a doubt, the result of a combination of factors, related to the medical field, decision makers, and the particularities of the population’s behavior.
Residential care centres for elders (RCCEs) in Romania have rapidly developed over the last two decades. In the absence of coherent policies regarding elderly people, RCCEs are mainly the result of businesses arising from an acceleration of the ageing process in Romania. This study uses a multidimensional approach to investigate issues related to the sustainability of ageing in RCCEs in Romania. Specifically, it aims to analyse whether the grouping of RCCEs is following the distribution of elderly Romanian population likely to require such amenities, and whether the characteristics and services of these facilities were appropriate for their users in line with World Health Organization's Agenda of Ageing. The research relies on a combination of quantitative methods by Geographical Information System (GIS) spatial analysis, and qualitative methods by interviews. The results show that remote rural areas have clusters with high shares of aged population, while the distribution of the RCCEs prevails in large cities, being partly adapted to socio-spatial requirements, and the general trends of the demographic ageing process. These findings are in contrast with the dominant perception of RCCE beneficiaries, who want to be closer to their domiciles, as they are more oriented towards family values, emotionally affected by separation from their relatives, consider themselves socially and spatially segregated groups in care centres, although aware of the need for long-term institutional care. The study reveals the necessity for optimising health policies for elders, by improving the socio-spatial management of such services and building age-friendly environments in long-term care in consent with WHO calls.
The Hutsuls, an ethnic group belonging to the Bukovina's agro-forestry and pastoral area, still preserve ancient folk traditions which generate friendly practices and attitudes towards the environment. Globalisation and modernisation have brought about changes in the local rural traditions which, on the one hand, threaten their singularity, and on the other hand, set the stage for a new start. The paper aims to analysethe perception of the Bukovina's communities on the tradition-sustainable development relations considered from a double perspective: the Hutsuls' traditions and the evolution of the group itself under changes in Romania in the last 25 years. Consequently, our approach has sought to make a correlation between the information collected from the scientific literature, the answers given in a field survey and the opinions expressed in the media concerning this subject. The results of the study have shown that both the occupations and the traditions of the Hutsul ethnics, as well as their spiritual and cultural life, are strongly linked to the natural elements of the environment which the Hutsuls consider to be the basic resources for their existence. The COVID-19 pandemic and the lock-down have highlighted the growing awareness of the need to involve the population in solving problems that directly affect the existence and trajectory of the life of the individual and civil society in the local, national, and regional context. The article aims both to analyze the reaction of formal and informal civil society in a context of major crisis and to analyze how the population perceives the involvement of civil society at the level of a county in Romania and its county seat city. The present sociological diagnosis used data that were collected through an online survey at the beginning of May 2020 among the population of Suceava County. It was sought to identify how the reaction of civil society was perceived and how it was mobilized, as well as how the mass media contributed to reducing the effects of the pandemic. After the elimination phase of non-compliant responses, the volume of the sample included a total of 1231 people. The results of the study indicate that this pandemic context, which manifested as a major crisis, also had positive effects in the sense of mobilizing latent but extensive energies at the local level, whose manifestation contributed to diminishing and limiting the effects of the sanitary crisis the county faced. The media, as a component of civil society, has managed to mobilize important segments of the population, both in quarantined localities and in other localities in Suceava County and Moldova. The COVID-19 crisis tested the social cohesion and resilience of communities and offered perhaps one of the most remarkable lessons of solidarity in the post-December period, both locally and nationally. Although the perception of Romanians on the role of civil society would rather be part of a culture of individualism, in extreme situations it was found that its activity has never been more important.
Interest in the study of rural tourism and its contribution to the development of rural mountain communities has increased in recent decades. It is recognized that many factors are involved in tourism development, and that residents play a key role in ensuring its success at a local level.This study aims to investigate the perceptions of the inhabitants of the mountainous rural area in the North-East Region of Romania (MRA) towards rural tourism, and to verify whether the development of entrepreneurship in this area is consistent with the positive/negative perceptions identified. A total of 1277 questionnaires were collected from the inhabitants of 78 sampled municipalities, and their processing using statistical methods shows that the inhabitants of two counties have positive perceptions of the living conditions in their communities, the involvement of the authorities in the development of tourism, and the exploitation of tourist attractions. On the other hand, comparing the values of entrepreneurship development indicators shows that two counties concentrate 91% of all active businesses and 94% of newly created businesses in the food and accommodation sector at the level of the study area, and the rate of creation of new businesses and their density have much higher values in these counties than in the county where the analyzed aspects are perceived negatively. The information provided by the research is particularly useful for regional and local authorities to make decisions related to more consistent funding of rural mountain tourism.
