Madura is not only known as a center for the production of salt and tobacco commodities, but this famous dry island is also famous for its traditional herbal medicine ingredients. Pamekasan is a district that is famous for its processed biopharmaceuticals in the form of traditional herbal medicine. Some of the objectives of this research are: To classify traditional herbal medicine businesses in the category of micro, small and medium enterprises based on their characteristics and analyze the strategy for implementing the partnership model through SWOT. This research was carried out in Pamekasan Regency, and was carried out from June–November 2021. This research is a qualitative research in which the data sources are obtained from questionnaires and the results of interviews with Madurese traditional herbal medicine entrepreneurs. This study was analyzed using two analytical tools, namely descriptive analysis and SWOT analysis. Based on the results of the IFE calculation, a total score of -0.168 was obtained and the EFE calculation obtained a total score of 0.686. The results of these calculations show that the IE matrix (Internal External) of herbal medicine SMEs in Pamekasan Regency is in quadrant IX, this shows that herbal medicine SMEs in Pamekasan Regency have a low average value, so the right strategy to use is the strategy to support the diversification strategy. . The strategy applied in this condition is to minimize weaknesses to reduce threats.

This article tries to examine the core of the problem, on how legal certainty is implemented in criminal case settlement through the principle of restorative justice. This research is doctrinal legal research that uses a legal approach in addition to a conceptual approach. Meanwhile, the analysis is carried out through qualitative analysis and grammatical interpretation, as well as systematic interpretation. The systematic interpretation is carried out by interpreting laws and regulations as part of the overall system of laws and regulations by connecting them with other laws logically and systematically. This article ends with a suggestion that there is a need for uniformity in regulations regarding the settlement of criminal cases through restorative justice so that it can provide legal certainty to victims and also perpetrators of criminal acts whose cases are resolved through restorative justice.

ABSTRAKKabupaten Pamekasan merupakan salah satu wilayah di Pulau Madura yang memiliki potensi dalam bidang produksi dan pengembangan jamu tradisional. Namun hingga kini, keberadaan UMKM jamu tradisional di Pamekasan berjalan secara individual dan berkembang menurut seleksi alam serta belum terdapat suatu kemitraan yang mewadahinya. Tujuan penelitian ini adalah menganalisis model kemitraan yang sesuai bagi UMKM jamu tradisonal Madura di Kabupaten Pamekasan. Metode yang digunakan dalam penelitian ini adalah Analytical Hierarchy Process (AHP). Hasil penelitian menunjukkan bahwa UMKM jamu tradisional di Kabupaten Pamekasan seluruhnya merupakan usaha dengan skala mikro. Sebagian besar pelaku UMKM jamu tradisional menyatakan belum memiliki kemitraan. Hasil analisis AHP menunjukkan bahwa model kemitraan jamu tradisional di Pamekasan dapat dibentuk melalui kriteria finansial dengan bobot 0.498 dan alternatif kriteria modal dengan bobot 0.394. Namun, kriteria-kriteria lain dalam hierarki juga perlu dipertimbangkan dalam menyusun model kemitraan UMKM jamu tradisional guna menyesuaikan dengan kondisi UMKM jamu tradisional di Pamekasan.

Abstract—It’s undeniable that the emergence of the internet is like a double-edged sword, on the one hand it has a positive impact and on the other it has a negative impact. The positive impact of the internet is that we can get various information around the world easily. Misuse of domain names has led to a new crime in the cyber world, namely cybersquatting. Criminals take advantage of well-known domain names by making duplicates of those domain names which then register them for resale to other parties at a higher price. This article uses normative legal research, meaning that the issues raised, discussed and described in this research are focused on applying the rules or norms in positive law. This type of normative juridical research is carried out by examining various kinds of formal legal rules such as laws, literatures that are theoretical concepts which are then related to the problems that are the subject of discussion. The results obtained from writing this article are that regulations regarding cyber regulation in Indonesia are not only regulated in KUHP but also regulated in Undang-undang Republik Indonesia Nomor 19 Tahun 2016 tentang Perubahan Atas Undang-undang Nomor 11 Tahun 2008 tentang Informasi dan Transaksi Elektronik and that regulations regarding cyber in Indonesia have not yet reached cybersquatting crime.. The current ITE Law is in fact still unable to realize criminal responsibility for cybersquatting perpetrators.
