every other capital city, Baghdad has suffered from the postwar trend towards urbanization. In 1945 the population was 500 OOO, and in the 1948 report we suggested that works should be designed for 1-2 million. The current population is nearly 2 million, and it is predicted that by 1990 it will approach 3 million.58. The progress of the works has been somewhat hampered by the numerous revolutions which have occurred in the country. Not only was there a delay of one year in 1958 due to the change in the site of the treatment works, but as the various new authorities took office, approvals of tenders and design instructions were delayed while they acquainted themselves with the previous history of the scheme and with the background to the particular decision which was required. Nevertheless, constructional work began in 1959, and by 1970 over €15 million worth of works have been constructed and put into service. A further €5 million worth of works have been designed and put out to tender.59. The city is divided by the Tigris, and the design of the project is based on this fact, with one scheme for the east bank and another for the west bank. Until November 1970, all constructional works carried out were on the east bank of the Tigris, and most of the developed area on that bank can now be served. In that month construction began on the west bank, and a 3 m dia. trunk sewer is now being built there. We are also proceeding with detailed designs for the west bank treatment works.
