Worldwide efforts have concentrated on developing monitoring methods that would enhance the assessment of progress toward achieving the 2010 conservation objectives of the Convention on Biological Diversity. Threat reduction assessment is one such method. It provides an indirect measure of the effects of a conservation project by evaluating changes in human-induced direct threats to protected areas. We applied modified threat reduction assessments and the 2008 International Union for Conservation of Nature standardized lexicon for classification of threats to Horsh Ehden and Al-Shouf Cedar nature reserves in Lebanon. Our goal was in part to test the suitability of this tool for improving monitoring and management effectiveness of protected forests in Lebanon. In Horsh Ehden, composite threats decreased by 24% from 1997 to 2002, and then increased from 2002 to 2009 by 78% in the core area of the reserve and by 118% in the reserve's buffer zone (surrounds core area, conservation and recreational activities allowed). In Al-Shouf Cedar reserve threats decreased by 51% from 2006 to 2009. Management teams from both reserves have integrated the use of this method to prioritize actions for new management plans. We believe that in Lebanon and other countries with limited resources and weak monitoring programs or that are experiencing political instability threat reduction assessments could be used to improve the effectiveness of protected areas management.
Nowadays, flood and drought will become more common as climate change causes. Due to climate change consequences, flood occurrence and its impact on Gaza people have been of great concern to the Palestinian water authority, as it has a negative influence on various humanitarian and social issues. The hazards and damages resulted by flooding cause loss of life, property, displacement of people and disruption of socioeconomic activities. This research focuses on assessing Gaza Strip vulnerability to flooding using analysis of GIS-based spatial information. Not only did it consider the physical-environmental flood vulnerability, it also investigated social flood vulnerability aspects e.g., population densities. Soil and slope were considered to have the highest weight in the vulnerability mapping, as they represent the main factors in urban hydro-ecosystem structure. The long term average rainfall, a climate function factor, has the lowest weight, because it could be considered as a threat factor in addition to a vulnerability factor. This research demonstrates that urban area and population density as strong factors influencing flood vulnerability for humanitarian and saving life purposes. The findings of Geospatial analysis were used to map vulnerable areas likely to be affected in the event of flood hazard and suggest future interventions and related adaptation strategies in Gaza areas for flood mitigation.
Biosphere Reserves have been managed worldwide to demonstrate three integrated functions within their triple zonation scheme: conservation of natural and cultural values, logistic support and sustainable socioeconomic development. Evaluation of these functions is formalised within the Periodic Review process whereby reports are submitted every ten years with the primary intent to evaluate the effectiveness of Biosphere Reserve concept implementation locally. However, the effectiveness of the Periodic Review as an evaluation system is poorly understood, and studies that document its regional implementation are lacking. Here we present the first regional review of the Periodic Review evaluation within the ArabMAB network. Using a mixed methods approach, we assess compliance with the Periodic Review report submission requirement, and quality of Periodic Review reports based on a novel approach. Our results show that the Periodic Review is characterised by significant delays (mean = 7.6 years), with five of 27 reports missing. Report quality for seven available reports varies, with most rating as low to average quality, and many lacking essential elements to assess Biosphere Reserve concept implementation as defined by Article 4 of the Statutory Framework of the World Network of Biosphere Reserves. We discuss factors that hinder successful compliance with the Periodic Review requirement regionally, and offer recommendations for improving Biosphere Reserve evaluation.
