This article examines institutional and cultural determinants of the speed of government responses during the COVID-19 pandemic. We define the speed as the marginal rate of stringency index change. Based on cross-country data, we find that collectivism is associated with higher speed of government response. We also find a moderating role of trust in government, i.e., the association of individualism-collectivism on speed is stronger in countries with higher levels of trust in government. We do not find significant predictive power of democracy, media freedom and power distance on the speed of government responses.
The data presented here contain information on cheating behavior from experiments and general self-reported attitudes related to honesty-related social norms and trust, together with individual-level demographic variables. Our sample included 493 university students in five countries, namely, Germany, Vietnam, Taiwan, China, and Japan. The experiment was monetarily incentivized based on the performance on a matrix task. The participants also answered a survey questionnaire. The dataset is valuable for academic researchers in sociology, psychology, and economics who are interested in honesty, norms, and cultural differences.
Observational learning theories often assume that people's actions can be observed. However, in many naturally-occurring environments, individuals can choose whether to disclose their behavior to others. We provide theoretical analysis of observational learning under optional disclosure conditions. We further examine empirically how individuals decide whether to reveal decisions. Although we find evidence for other-regarding disclosure behavior, our findings highlight the importance of providing public information about how the disclosure behavior affects others.
