Multigrade is one alternative solution to solve education problems caused by the lack of teachers, unequal distribution of teachers, and lack of students in every learning group. These problems need a particular policy regulated by the government because education is right for every citizen. This research explored the overview of program success, challenges, and the potency of multigrade sustainability. The research methodology employed was descriptive qualitative, which was collected through observation, interview, and documentation. The result is analyzed, interpreted, and verified. A case study approach was conducted considering the multigrade policy is only applied in certain areas with particular conditions. Research is organized in Probolinggo Regency, East Java. Research revealed multigrade policy is appraised properly to resolve the teacher shortage problem and a minimum number of students in each study group. However, there are still big challenges to the sustainability of multigrade policy. As a result, multigrade programs can not be applied systematically in other regencies which have similar problems.
The purpose of this paper is to identify problems and construct a conceptual model related to the local fiscal health condition. The local fiscal health condition is highly dependent on many factors, indicating that local finance is a complex, systemic and unstructured process. The main emphasis in this research is that the researchers attempt to explore the problem situation with the interpretive and naturalistic approach toward the local fiscal health condition and to study, understand, and interpret the meaning of phenomenon. This study uses a soft system methodology (SSM) that is a systemic approach to describe unstructured issues with a structured approach. The successful conceptual model constructed in this research is the survival mechanism of revenues and expenditures model. The results of this study indicate that the main problem of fiscal health condition is from both revenues and expenditures. Revenues problem is indicated by the low local fiscal independence, while expenditures problem is by the high indirect personnel expenditures. The location taken as the unit of analysis was Bondowoso Regency, East Java, Indonesia with the consideration that Bondowoso Regency is one of the four underdeveloped regencies in East Java Province.
This study examined a pattern of acceleration models towards agile governance in the Banyuwangi Regency Government. One of the important concerns in creating regional independence and competitiveness is the acceleration carried out by government administrators. This study presents a systematic review of phenomena and academic literature relating to the specific issues addressed by the study of this field. Search and collection of research databases were carried out with several keywords to identify phenomena in the field, which were analyzed and identified according to the following criteria: innovation, manager, networked autonomy, structured coordination, transparency, open and egalitarian communication and other supporting tools, namely software engineering, enterprise, manufacturing and multidisciplinary (holistic) tailored through literature perspectives, methodologies, specific themes and field data. This study used descriptive qualitative research methods. The result of this research is the discovery of a government acceleration model design pattern which is a tangible manifestation of the achievement of the concept of agile governance. This study is certainly a contribution of new knowledge to the performance of local government administrators so that they are more organized. Analysis of the various problems discussed in this study can build the foundation for future research. This can serve as a literature roadmap for academics and practitioners, thereby fostering further interest in research on agile governance.
