Perpustakaan digital merupakan sebuah sistem perpustakaan yang memanfaatkan teknologi. Kemutakhiran sebuah sistem yang diterapkan oleh perpustakaan tergantung pada pustakawan yang bertugas sebagai pengelola. Pustakawan memegang peranan penting dalam terhubungnya perpustakaan dengan pemustaka. Inti dari penerapan system baru yang diterapkan oleh perpustakaan yaitu konektifitas yang berarti perpustakaan dapat terhubung dengan pemustaka melalui berbagai macam media yang tersedia. Kemudahan akses informasi sangat diharapkan sehingga mampu memenuhi kebutuhan informasi pemustaka. Demi terwujudnya perpustakaan digital yang dapat menghubungkan dibutuhkan kompetensi pustakawan yang memadai di antaranya: pengetahuan dasar, kemampuan interpersonal, kepemimpinan dan manajemen, manajemen koleksi, literasi informasi, penelitian dan kontribusi terhadap profesi, kemampuan dalam bidang teknologi informasi.

The purpose of writing this article is a best practice carried out by the University of Hayam Wuruk Perbanas which can be an illustration or an addition to the treasures of knowledge in the world of libraries, especially in terms of collection development. This writing method uses a literature study. Up-to-date information in a library is an important thing and must be done in order to preserve information and develop knowledge. This cannot be separated from the use of information and communication technology (ICT) which is applied in the library. Collection of library materials is an embodiment of the information preservation process. Collection development carried out by libraries is a very important process because in these activities, libraries involve users and leaders or stakeholders. The collections owned must be in accordance with the needs of users and the direction of the purpose of the formation of the library itself. So it is necessary to develop a library collection management that can meet the needs of users. Collection development needs to be carried out on an ongoing basis so that users can use the library continuously so that dependence on the library arises. The collection development process consists of analyzing user needs, selecting library material collections, holding library materials, conducting stock taking, maintaining library materials and weeding. This is done as an effort to maintain the up-to-date information contained in the library because the main purpose of a library is to be a user. Information disclosure is an opportunity and a challenge for libraries in managing information. Management of this information must be done quickly and precisely so that people can consume information according to their needs. Libraries take an important role in such conditions because the library as an information management organization has a strategic role so that the information circulating can be in accordance with the needs of the community. Up-to-date information is one way for the public to get appropriate information and this must be done by the library so that the existence and value of its benefits can be felt by the community. The community can take a role in supporting the updating of the information. One way to keep the information up to date is to adjust the collection of library materials by conducting it. The approach that is owned by the library is to monitor the process of procuring a collection of library materials carried out by the library. Librarians can build an information system design that can accommodate these activities. The research method used in this article is a research with a qualitative descriptive approach in the form of a case study. This article aims to offer an information system for the procurement of library material collections carried out by the Hayam Wuruk Perbanas University Surabaya Library. The result is a proposed information system for the procurement of a new collection of library materials with an open nature so that all stages or the process of procuring a collection of library materials can be monitored together and users can find out the up-to-date collection of library materials owned by the library.
