The aim of the study is to develop a project for the rational organization of the use of agricultural land for land use on the basis of a comprehensive integrated assessment and landscape-ecological analysis, involving their landscape-ecological optimization, conservation of landscape diversity. This project will establish the main criteria for the optimization of agricultural lands as natural-economic systems: land and resource security; level of forest cover; agricultural load on landscapes (erosion level, specific gravity of irrigated and drained lands, livestock load per 100 ha of fodder land); the degree of agrogenic load on agrolandscapes (specific gravity of steam, indicators of plowing and agricultural development); landscape-ecological conditions (landscape situation, drainage of landscapes, relief, soil; water and radiation balances; manifestation of adverse physical and geographical processes); spatial and technological conditions (a variety of landscape patterns of arable land and other lands, their configuration and size); the degree of environmental tension (the degree of development of natural physical and geographical processes and anthropogenic ones: salinization, waterlogging, flooding, pollution of soils, snow, air and water basins, etc.); the amount of agricultural losses; environmental, social and economic efficiency of the implementation of design developments. The methods used are: abstract-logical, integrated landscape and environmental assessment, cartographic, modeling methods.
The land fund is the most important economic category of any constituent entity of the Russian Federation. But as a space of a natural-territorial complex, represents a natural complex and a space of vital activity. Of particular importance today are agricultural land, which has been largely neglected in the development of spatial planning, and no land management documentation system has been developed for its rational use; behind which is a whole complex of works, including land administration. State land surveillance is also weak, as evidenced by the increase in the degradation of salinization, waterlogging, woodland and agricultural shrubs, especially arable land. There is therefore a need to ensure the effectiveness of existing measures to ensure the rational management and protection of agricultural land.
The authors examined the key components of In moden post – reform conditions when the organization of the use of agricultural land is carried out without land management project documentation and relevant recommendations, in conditions of significant pressure from industrial and urban development, this is primarily the main reason for the decline in soil fertility and the development of degradation processes, a departure from the classical sustainable agricultural land use, formed on the principles of land management and the laws of nature management [1- 4]. In the process of functioning, once-stable land uses have not changed borders for decades, which indicates a rational overall size of agricultural land use, when all three production factors: “labor”, “land” and “capital” are in full compliance with each of them, that is, harmonization, rationalization and greening [5, 6]. This harmonization eliminates the presence of such disadvantages as: far-earth, cross-stripe, wedging, etc., creates conditions for the rationai organization of the use of agricultural land [2, 5, 6].
The multifunctionality of the city covers in its development all its subsystems, modifying them throughout all life cycles. It is difficult to stop this process, but it is possible to reduce anthropogenic and man-made stresses. For this, according to the authors of the article, it is necessary to model the electronic resource of the urban (territorial) information and analytical space containing up-to-date data, which will allow on the basis of the key principles of environmental management, integrated landscape and urban planning, to ensure the maximum possible sustainable development of the territory of the urban planning system.
The multifunctionality of the city makes it possible to consider it from the point of view of the urbanized landscape, giving due attention to the concept of its sustainable development. The development is based on the landscape-ecological approach, which makes it possible to analyze the natural, social, economic and urban planning subsystems of the city’s land-property complex. This approach made it possible to assess natural and anthropogenic processes, to establish the degree of degradation of the urban landscape and, based on the method of analyzing hierarchies, the results of sociocultural surveys, to develop a set of measures for the rational organization of the use and protection of urban lands [1, 2, 5, 6, 7, 9-11].
