A b s t r a c t A water d i s t r i b u t i o n s y s t e m c o n s i s t s o f s e v e r a l s o u r c e s o f water s u p p l y i n g p o i n t s o f demand through a t r a n s m i s s i o n a n d d i s t r i b u t i o n s y s t e m c o n s i s t i n g o f a network of pipes, pumps, e l e v a t e d s t o r a g e r e s e r v o i r s , a n d f i l t e r p l a n t s . I n r e c e n t times, o p e r a t i o n a l p l a n n i n g a n d c o n t r o l of urban water d i s t r i b u t i o n s y s t e m s i s causing c o n c e r n t o u t i l i t i e s b e c a u s e o f t h r e e i m p o r t a n t c o n s i d e r a t i o n s . F i r s t , w i t h t h e i n c r e a s e i n s i z e and complexity of the system, large capital investments are r e q u i r e d f o r e x p a n s i o n of t h e system. Secondly, as a r e s u l t o f i n c r e a s i n g power c o s t s , water u t i l i t i e s have to pay high c o s t s f o r pumping water. F i n a l l y , e n v i r o n m e n t a l c o n s t r a i n t s h a v e c o n t r i b u t e d t o d i f f i c u l t i e s i n l o c a t i n g a d d i t i o n a l e l e v a t e d s t o r a g e f a c i l i t i e s t h a t would b e r e q u i r e d t o s e r v e t h e i n c r e a s e i n demand. The o v e r a l l c o n s e q u e n c e o f t h e s e f a c t o r s i s t h e n e e d f o r i m p r o v i n g s t o r a g e management and pump o p e r a t i n g s t r a t e g i e s so t h a t o p e r a t i n g c o s t s w i l l b e r e d u c e d w i t h o u t s a c r i f i c i n g t h e l e v e l of s e r v i c e t o c o n s u m e r s . T h i s h a s l e d some u t i l i t i e s t o i n s t a l l c o m p u t e r s t o i m p r o v e s y s t e m o p e r a t i o n by performing data logging, alarm monitoring, r e p o r t g e n e r a t i o n a n d s u p e r v i s o r y c o n t r o l f u n ct i o n s . O p e r a t o r e x p e r i e n c e h a s p r o v i d e d t h e g u i d e l i n e s n e c e s s a r y t o d e v e l o p c o m p u t e r l o g i c and t o i n i t i a t e c o n t r o l a c t i o n t h r o u g h set p o i n t s o n l e v e l s , p r e s s u r e s a n d f l o w rates i n t h e s y s t e m .
