Humanitarian space' denotes the physical or symbolic space which humanitarian agents need to deliver their services according to the principles they uphold. This concept, which separates humanitarian action from its politicized environment, is widely used in policy documents and academic texts, even though empirical evidence abounds that this space is in fact highly politicized. To some extent the uncritical use of the concept of humanitarian space is understandable because of its aspirational character. This article explores a different angle: how different actors use the concept and the language of humanitarian space and principles in the everyday politics of aid delivery. It proposes an empirical perspective that approaches humanitarian space from the perspective of everyday practices of policy and implementation. It maintains that the humanitarian space is an arena where a multitude of actors, including humanitarians and the disaster-affected recipients of aid, shape the everyday realities of humanitarian action. The paper develops this perspective for two humanitarian operations: a protracted refugee camp in Kakuma, Kenya, and the tsunami response in Sri Lanka.
Humanitarian aid has long been dominated by a classical, Dunantist paradigm that was based on the ethics of the humanitarian principles and centred on international humanitarian United Nations agencies and non-governmental organizations. While in previous decades alternative paradigms and humanitarianisms evolved, this classical paradigm remained the central narrative of humanitarianism. In recent years, however, this paradigm has been paralleled by a resilience paradigm that is focused on local people and institutions as the first responders to crises. Whereas classical humanitarianism is rooted in the notion of exceptionalism, resilience humanitarianism starts from the idea of crisis as the new normality. This paper discusses the two paradigms and the incongruent images they evoke about crises, local institutions and the recipients of aid. The article puts forward the case for studying the ways in which these contrasting aid paradigms shape practices, dealing with the importance of discourse, the social life of policy, the multiplicity of interests, the power relations and the crucial importance of understanding the lifeworld and agency of aid workers and crisis-affected communities. The article demonstrates how the stories that humanitarians tell about themselves are based on highly selective views of reality and do not include the role they themselves play in the reordering and representation of realities in humanitarian crises.
Insecure land tenure plagues many developing and tropical regions, often where conservation concerns are highest. Conservation organizations have long focused on protected areas as tenure interventions, but are now thinking more comprehensively about whether and how to incorporate other land tenure strategies into their work, and how to more soundly ground such interventions on evidence of both conservation and human benefits. Through a review of the literature on land tenure security as it relates to conservation practice, predominantly in the tropics, we aim to help conservation practitioners consider and incorporate more appropriate land tenure security interventions into conservation strategies. We present a framework that identifies three common ways in which land tenure security can impact human and conservation outcomes, and suggest practical ways to distill tenure and tenure security issues for a given location. We conclude with steps for considering tenure security issues in the context of conservation projects and identify areas for future research.
Quality enhancement of humanitarian assistance is far from a technical task. It is interwoven with debates on politics of principles and people are intensely committed to the various outcomes these debates might have. It is a field of strongly competing truths, each with their own rationale and appeal. The last few years have seen a rapid increase in discussions, policy paper and organisational initiatives regarding the quality of humanitarian assistance. This paper takes stock of the present initiatives and of the questions raised with regard to the quality of humanitarian assistance.
