New welfare-to-work programs have been hailed in the press as the "new consensus" on reforming welfare. A close look at the evaluation studies and surveys of recent demonstration programs, however, indicates little success in getting women off welfare or out of poverty. Programs seem to be designed for failure. A feminist theoretical analysis indicates that such "failure" is functional to patriarchy, capitalism, and white supremacy.As of this writing, the United States seems to be awash with a renewed emphasis on getting &dquo;welfare mothers&dquo; into the work force. Work demonstration projects have been implemented in many states. Congress has designed a new Aid to Families with Dependent Children (AFDC) program, billed as &dquo;a new consensus&dquo; in the New York Times, that incorporates work requirements (Stevens, 1988).Although there is much optimism about these current and proposed programs, few know what the state programs have accomplished or what the federal bills promise to achieve. The following is a feminist review and analysis of activities and research findings that are being used, once again, to spur the nation on to a program to eliminate the dependence on welfare of 11 million women and children.BACKGROUND .
