This paper covers a period of 107 years (1883-1990) dealing with the identification of 37 diplomatic agents in South West Africa there after Namibia with 12 Germans from 1883 to 1915, 18 British South African racist administrators from 1915 to 1990 and intervention with 7 United Nations Commissioners 1966-1988. The country became one of the most interested historical Sub-Saharan African country throughout the history of European colonization of Africa and an African country obtaining the League of Nations Mandate over another African country but dragging her feet for 75 years to grant independence spanning from 1915 to 1990. It also brings out the strategies used by the U.N to halt all the colonial racist apartheid system and hegemony of the minority regime of South Africa and coincidentally making the end of such inhuman torturing activities with power handed over to black majority in 1990 coupled with the reunification of the former colonial master Germany as important signals marking the end of the Cold War. In the teaching of histories related to the challenges Africa, Germans, British, America, Soviet Union and World Affairs in general, attention have to be focus on connectivity of related events of the 20th Century concerning the Namibia Question whose colonial problems were very much considerable by the international community for the liberation of the last African colonial territory subdue by the so-called British White Settlers of the Apartheid System in the Republic of South Africa. In fact, the scrutiny of specialized sources, documentaries and websites related information permitted us to adopt a historical approach with three clear illustrative tables identifying the main actors in their different portfolios who were involved in the colonial brutalities from the Germans and British White African Settlers on one hand and attempted solutions put forth by the United Nations to handle the Question of Namibia as one of the last African country to be liberated
The main focus of this paper deals with the triple colonial confusions in the Togoland with principal actors and agents from Germany, France and Britain spanning from the mid-19th to mid-20th Centuries. The activities of the Western diplomatic agents totaled 58 in different portfolios within 113 years from 1847 to 1960. The first period from 1847 to 1883 was not having any ranking agents but scattered commercial men and explorers by the Germans and other Europeans before the German final claimed. The second started from the Berlin Colonial Conference (BCC) of November 1884 - February 1885 with effective colonization of 1884-1914 by the Germans witnessed 15 agents of 3Es with different strategies of torturing the Togolese for hegemony. The third worst period of confusion occurred between 1914 and 1960 witnessed two different set of colonial inconsistencies following the partitioned of German Togoland into two distinctive British Togoland with one-third of the entire territory placed under 18 agents whose portion was set into total confusion by gaining independence in a foreign land of the Gold Coast which became Ghana in 1957 from the British as the first black African country. The last phase of hegemonic confusion was in the French Togoland with two- third of the entire territory which was placed under the domination of 25 agents but finally gained independence in 1960 as Togo which can be appreciable than what the British negligence of indirect rule and distance administration of their Togoland as sub-set of her Gold Coast as part of the population got the same frustration that happened in Northern British Cameroons. The outcome of the plebiscite again caused the loss Cameroon territory and population to a foreign neighbour when Cameroonians of that territory voted in favour of integrating with the Federal Republic of Nigeria instead of reunification with the former French Cameroon which became Republic of Cameroon in 1960.All those colonial confusions were due to

This paper brings out arguments concerning the unjust and naked aggression inflicted by Russia over the Ukraine why sorting out why the International Community as the Global mechanism for World peace and security remains partially inactive to impose immediate sanctions in view of the United Nations(UN) charter with the Security Council rising with strong standing orders. The prohibition on the unjustified use of force is the cornerstone of contemporary international law and requires the implications of the International Court of Justice (ICJ) not only on press released but full action to stop the aggressor from its continuance aggression. The ICJ which deals with disputes between states, can only intervene in cases where the countries involved agree that it should have a role is unbearable. In, fact, any country which gives total support to divide another country from its unity requires serious sanctions in view of the violation of territorial integrity and state’s sovereignty. A deeper historical study and understanding of Belgian BUHEOAC and AFBAN in the African Continent were manifested through 28 different Diplomatic Agents with distinguished administrative portfolios beginning with Francis de Winton as an Administrator General (A.G) from 22 April 1884 to Hendrik Cornelis as Governor General (G.G.) whose massacred era came to an end on 30th June 1960.Then, On 1st July 1960, the former Congo Free State (CFS) later Belgian Congo (B.C) became an independent country bearing the name the Republic of the Congo (R.C) with the worst and horrible homicide with total conspiracy masterminded by the Western Capitalist World following the assassination of Patrice Lumumba who was qualified as a pro-Communist African Nationalist during the second half of the 20th Century.
