Higher education is given increasing recognition by national governments and international agencies throughout the world to become a crucial incentive for sustainable development goals. In the national development of intellectual force at present, the Vietnam policy of education and training, which is of great importance, is the decisive factor for the economic growth and social development as set out by the government. Therefore, the educational development is the responsibility of both the government and the society. It is now clear that the academic staff in higher education institutions is the core force, playing a decisive role in ensuring the quality of higher education as in the case of the International University – Vietnam National University Ho Chi Minh City. The paper investigated the research studies by the university academic staff through their annual publications and the number of lecturers with Doctoral degrees and professorship. The results showed their research studies contributed to the development of the institution in particular, and at the same time predicted how much the stakeholders benefited from this in general. This study may contribute to developing the quality of higher education institutions regarding the promotion of international publications by the higher education faculties.
Abstract-This study aims to investigate if learners of English can improve computer-assisted writing skills through the analysis of the data from the post test. In this study, the focus was given to intermediate-level students of English taking final writing tests (integrated and independent responses) in preparation for TOEFL iBT. We manually scored and categorized the students' writing responses into five-point levels for the data to make the software. The results of the study showed that the model could be suitable for computerized scoring for language instructors to grade in a fair and exact way and for students to improve their writing performance through practice on the computer.
The influence from the developed countries has extended to most parts of Asia, especially Southeast Asia. This has given rise to the issues of multilingual and multicultural conflicts, especially in the post-COVID-19 outbreak. A multicultural society usually has many different ethnic or national cultures mingling freely, involving in social policies which support or encourage cultural practices, and together with this is the coexistence of multilingualism. Bilingualism or multilingualism is a challenging field that stems from diverse interdisciplinary interests and results from numerous variables that are closely related. From a more realistic view of multilingualism, language specialists can make learning languages in the classroom and in social environments a positive experience in which both or more languages are valued. All the issues related to the English-medium instruction for the tertiary level in a multilingual and multicultural context will be presented in the chapter.
The aim of this work is the design and development of linguistic resources and preprocessing tools for the Kazakh language. The media-corpus of the Kazakh language is presented as a linguistic resource, which is available on Al-Farabi Kazakh National University platform. The media-corpus of the Kazakh language consists of texts of news content and is implemented as an information system. The general architecture of an information system for the automatic and reliable collection, storage and analysis of texts in the Kazakh language is described. Three automatic text preprocessing tools for the Kazakh language-word forms generator, morphological analyzer, and morphological disambiguation tool-are presented in the article. The proposed tools can also be applied in the systems of automatic analysis of texts, in creation of other linguistic resources such as thesauri and ontologies. In the field of mass communication and media, the use of language has become so versatile that it can help to improve relationship between peoples, but it can somehow have a negative effect on the mutual understanding. Rhetoric makes it clear and persuasive to communicate to make language work for their purposes. Sociolinguistics in the contrastive analysis deals with speech communities and the language use in particular contexts such as dialects or bilingualism in society and language variation and change over time, especially in the post-COVID-19 era. This chapter presents Kenneth Burke's rhetorical theory and William Labov's sociolinguistic method, analyzing genres and registers in the systemic functional linguistics perspective to derive a conceptual framework for the study of news report. The resulting framework provides for the identification of news writing style in mass media and other social networks and its performance in language use regarding the power of words to avoid the ambiguity in situational contexts and to better interpersonal and intercultural communication.
