Residents absent from the underlying problems of territoriality, which expresses the reality between society and the environment, where entrepreneurs unconsciously destroy, build and abandon land by altering the use, ignoring the environmental impacts incur authorities colluded with leniency to the regulations in protecting biodiversity. The research analyzes and provides information, linking reflection and debate on territorial dynamics and problems of the socio-economic, territorial and environmental, as a result of changes in the pattern of urbanization, commercialization, turbulence emanating that the authority dismissed as Agenda 21 (Rio de Janeiro, Brazil 1992) and environmental impunity.
