Air monitoring makes it possible to zone the urban environment according to the degree of technogenic impact, using significant socio-ecological and economic indicators to optimize management decisions for a wide range of applied tasks of territorial strategic planning. Fuzzy expert assessment uses the representation of knowledge in the form of linguistic variables, so it is important to provide the developer of software tools with reliable characteristics of the subject area of monitoring. Based on the critical analysis of the known approaches to the ranking of the territory according to the criteria of environmental safety, a matrix method for zoning the territory of an industrial agglomeration is developed and discussed for the coordination of two indicators - «specific ecological and economic damage» and «the coefficient of localization of aerotechnogenic load from stationary sources of emissions». The indicators best reflect the complex pollution of the territory and the complex causal operational and natural links in the chain: «technology → gas purification system→ source of emissions → dispersion of substances in the surface layer of the atmosphere → formation of an active pollution zone → damage». Ignoring the role of the spatial factor reduces the diagnostic potential of existing predictive automated emission control systems. The author’s propositions are illustrated by the data on the air intensity of economic activity and the discussion of the prerequisites for the harmonization of Russian and international monitoring standards based on the principles of Directive 2004/3 5/CE11 of the European Parliament.
The actuality of the extended research of spatial factor of formation of the territory of the maximum long-term air pollution, as a prerequisite of health risks to residents in industrial cities and the corresponding indicator is specified. Due to the heterogeneity of the dispersion conditions, the real boundaries of the zones of negative impact of emission sources turn out to be more controllable, and due to the overlapping and layering of contamination fields, the concentration of impurities may exceed the norms. It was proposed to correct the known index of the ratio of the industrial site area and the pollution zone and use it to calculate the average annual area of the such fields, taking into account key meteorological parameters. Recommended correction factors that characterize the proportion of polluted urban areas, highlighted the key elements of the industrial hub as objects of environmental engineering and specified the direction of search for organizational and technical solutions.
The urgency of inclusion in the system of territorial planning and ecological zoning of the procedure of assessment of environmental protection efficiency of green plantations in the context of the task of creating a comfortable and safe urban environment is substantiated. It is determined that the sanitizing efficiency of environmental gardening is an indicator of the ratio of the magnitude of the positive result achieved for a specific period of time (assimilation and neutralization of toxicants) and costs. An analysis of the known methods for assessing the quality of green areas has been carried out, criteria and assessment indicators have been identified, the author’s approach has been identified, which involves calculating the optimal distance of the plantation strip from the object of aerotechnogenic impact, taking into account the value of the dangerous wind speed and the technical characteristics of the emission source. An illustrative example is provided. Provisions are formulated that are advisable to take into account when developing managerial decisions: aimed at improving the quality of urban gardening. The effectiveness of plants is manifested locally, therefore, it is necessary to take into account the nature of priority substances (markers), the effect of the summation of their action, migratory properties, as well as the technical parameters of the emission source.
From the position of interdisciplinary approach the monograph discusses the state, problems and prospects of development of green areas of industrial zones of industrial cities. The functions and role of barrier territories in the framework of the modern city from the standpoint of the tasks of the national project "Clean air", methods of planning organization and approaches to the assessment of the complex of ecosystem effects are outlined. New estimations of spatial factor of localization of damage from aerotechnogenic influence and rationalization of construction of a network of posts of monitoring of air quality in a situation of heterogeneity of pollution and imposing of streams of emissions from simultaneously working numerous sources of industrial zones are offered. Methodological aspects of innovative modernization of barrier territories are considered. It will be of interest to specialists in the field of urban planning, industrial ecology and sanitation, urban management, aerotechnological safety, students, graduate students and teachers of relevant disciplines, as well as all those interested in the management of ecosystem services of green areas.
