The article is devoted to the analysis of the development of the system of territorial administration in the Russian Federation, as well as national projects as a key element of a set of program methods. The paper presents the historical excursion of the period 2000–2021, on the basis of which the key properties of the system of the regional structure of the Russian Federation were identified. Special attention is paid to the disclosure of models of regional management (model E.M. Primakova, model of recentralization, model of centralization of power), which formed the basis of the modern management system. A separate aspect investigated the integration of software methods into the management system at the federal level. According to the results of the study, a number of problems of the existing system of territorial administration of the Russian Federation, its main shortcomings, were identified. The authors proposed to adapt the mechanisms and tools of the management system to changing external conditions through the activation of digitalization tools at all levels of interaction, which in the future will contribute to the improvement of management processes and software methods. In the process of preparing the article, the methods of historical systemic and institutional analysis were used.
Subject/topic. The article is devoted to the processes of transformation of the economy of Russian regions, including the possibilities of socio-economic development of the territories that became part of the Russian Federation in 2022. The subject of the study is the main socio-economic indicators of the regions of the Russian Federation. Goals/objectives. Based on the analysis of the main socio-economic indicators of the constituent entities of the Russian Federation, to identify current trends in the development of the economy of the country and regions, as well as to determine promising opportunities for social and economic development and economic integration of new territories into a single economic system of the Russian Federation. Methodology. The methodological basis of the article was formed by such methods as analysis, deduction, as well as event, expert and statistical analysis. Results. The article analyzes the key socio-economic indicators of the subjects of the Russian Federation. Based on an expert analysis of the identified trends in socio-economic processes for the period from 2020 to 2022. and relevant scientific publications, the authors have identified the main directions of the transformation of the economy of Russian regions and formulated promising opportunities for the socio-economic development of the territories of Donbass as part of the Russian Federation. Conclusions/relevance. The novelty consists in conducting a comprehensive analysis of the socio-economic trends of the constituent entities of the Russian Federation in recent years and determining the actual opportunities for integration and development of new territories. As a result of the study, the main opportunities and limitations for the development of the territories of Donbass as part of Russia were formulated, taking into account the socio-economic processes within the country and possible changes in the geopolitical situation. Application. The results of the study can be applied in practice when making managerial decisions by officials of public authorities on the implementation of economic policy.
The authors consider the integration of the concept of sustainability in the member countries of the Organization of the Black Sea Economic Cooperation (BSEC). The concept of sustainable development is viewed through the prism of economic, social and environmental approaches. The subject of the study is the Sustainable Development Goals (SDGs) in the BSEC countries. The purpose of the research is to study the integration of the goals and indicators of sustainable development in the national policies of the BSECcountries. The relevance lies in the international community’s growing attention to forming a vector for balanced socio-economic development, taking into account current social, demographic and environmental factors. The scientific novelty lies in the analysis of the advancement of the concept of sustainable development in the BSEC countries, as well as the level of integration of the SDGs in the national policies of states. As part of the study, the authors used the methods of institutional analysis, system analysis, analysis of statistical data and official documents. Based on the results of the analysis, it was revealed that despite the high level of integration of the SDGs within the framework of the BSEC, not all goals and indicators of sustainable development formed by the United Nations (UN) are tracked in countries. The authors concluded that the national characteristics of the economy, the social sphere and the environmental situation push states to adapt individual indicators to national specifics.

Авторы выделяют комплекс проблем и вызовов, связанных с особенностями деятельности резидентов ТОСЭР и их влиянием на региональную экономику. Рассматриваются также действующая нормативно-правовая база и сопутствующие ей механизмы, направленные на создание благоприятного инвестиционного климата, а также финансовые, социальные и демографические риски, связанные с особым экономическим статусом ТОСЭР. Отмечается, что одной из главных угроз успешному функционированию ТОСЭР является проблема сбыта готовой продукции ввиду удаленности предприятий от экономических центров государства. Авторы отдельно выделяют демографический и политический риски, связанные с привлечением низкоквалифицированной рабочей силы, что может привести к снижению уровня жизни населения регионов, где есть территории опережающего социально-экономического развития. В работе акцентируется внимание на том, что ключевыми резидентами ТОСЭР являются представители российского малого и среднего бизнеса. По мнению авторов статьи, большинства рисков, угрожающих функционированию ТОСЭР, можно избежать благодаря грамотному стратегическому планированию при выборе места создания особой территории, а также за счет привлечения иностранных инвесторов, которые обеспечат технологическое развитие средств производства. ABsTRACTThe article considers the functioning of existing TOSER (territories of advanced socio-economic development) in the Russian regions. The authors identified a set of problems and challenges related to the peculiarities of the activities of residents of TOSER and their impact on the regional economy. The current legal framework and its accompanying mechanisms aimed at creating a favourable investment climate, as well as financial, social and demographic risks associated with the special economic status of TOSER are considered. We noted that one of the main threats to the successful functioning of TOSER is the problem of selling finished products due to the remoteness of enterprises from the economic centres of the state. The authors separately highlight the demographic and political risks associated with attracting low-skilled labour, which can lead to a decrease in the standard of living of the population of regions where there are territories of advanced socio-economic
The article is devoted to the analysis of the weaknesses of the territorial administration system using programming methods in the Russian Federation and the presentation of author’s models for leveling them, by modernizing the system of interdepartmental interaction, optimizing tools and methods for working with information in public authorities, integrating digital technologies into management processes and expanding communication channels between the government and the society. In the process of the analysis and development of conceptual models, the author used the methods of systemic and institutional analysis. Despite the inaccessibility of certain information regarding the internal mechanisms of the functioning of the territorial administration system, the author identified key weaknesses that limit the effectiveness of the activities of public authorities, and he also identified the promising ways of modernization, considering existing trends in social development. Based on the data obtained, the author developed conceptual models for optimizing the system of territorial administration using programming methods.
