The complexity of geographical conditions and regional morphology of Padang City have caused it to be at high risk of multi-hazard. Padang City is located near the meeting point of the Indo-Australian Plate and the Eurasian Plate, and also on the Sumatra Fault line (Semangko Fault). Therefore, strong infrastructures are needed in order to minimize the impact of the risk of multi-hazard. This study is conducted to measure the resilience of Padang City's infrastructures toward multi-hazard and provide recommendations to improve the resilience of Padang City's infrastructures toward Multi-hazard. This study was conducted with qualitative methods and presented quantitatively in the form of diagrams. The measurement is carried out based on the concept of city toughness measurements made by UNISDR known as the "Scorecard". This study only focuses on essential 8 about "Increase Infrastructure Resilience" and essential 10 about "Expedite Recovery and Build Back Better". From this study, it can be concluded that the resilience of Padang City infrastructures is still relatively low so several recommendations that are expected will increase the resilience of Padang City's infrastructures are proposed, that are; in-depth assessment, data collection and supervision monitoring of infrastructures, important assets, and protective infrastructure.
This study aims to determine the policies, mental readiness and career development of employees who equalize administrative positions into the functional positions of the Regional Secretariat of the City of Padang. The type of research used is a qualitative method through a descriptive approach. The technique of collecting information through informants was carried out using the snowball sampling technique, in which the number of informants increased according to the needs of the number of informants interviewed was not limited, but stopped after the problem was answered. This study uses in-depth interviews with informants. The results of the study show that the implementation of the policy of equalizing administrative positions into functional positions is not optimal, mental readiness in equalizing positions ready not ready must be ready because this is a regulation from the center that must be carried out by the Regions, career development for functional positions equivalence is not clear.
<p>The Covid-19 pandemic has caused changes in various lives, including the administration of government as a policymaker and public service. Changes and developments in policies issued or made by the government during a pandemic need to be seen from the perspective of dynamic governance. The concept of dynamic governance is defined as how various policies, institutions, and organizational structures are selected to be able to adapt to conditions that indicate uncertainty and rapid environmental change. It is hoped that these policies, institutions, and structures will be able to be relevant and effective in meeting the needs of the community in emergency and long-term conditions. The focus of the dynamic governance concept is the uncertain future factors (uncertain conditions) that affect decision-making components such as thinking again, thinking ahead, and thinking across. In addition, there is also a lever factor in the form of able people who are capable of human resources in developing the concept of dynamic governance. Where the existence of able people in the administration of the state, especially during times of a disaster, is very influential and must be considered. This study aims to describe how the application of the concept of dynamic governance in dealing with COVID-19 in the city of Padang. This study uses qualitative methods with data collection techniques through interviews and literature study. With the results of the research, there are still variables and indicators of dynamic governance theory that have not been fulfilled, namely coordination between institutions that collaborate. So it can be concluded that it is necessary to make improvements in coordination activities to achieve a dynamic government in solving the problems of the COVID-19 pandemic in the city of Padang.</p>
Memasuki Revolusi 5.0, pemanfaatan teknologi sudah mulai mempertimbangkan aspek- aspek humaniora terhadap proses penyelesaian masalah yang ada di sektor publik. Oleh karena itu, penelitian ini bertujuan untuk mengetahui penguatan reformasi birokrasi menuju Revolusi Industri 5.0 melalui tata kelola perencanaan pengembangan SDM Aparatur Sipil Negara oleh Camat Kecamatan Koto Tangah Padang. Penguatan reformasi birokrasi menuju Revolusi Industri 5.0 di Kecamatan Koto Tangah Padang mengalami berbagai hambatan terkait masih dominannya patologi birokrasi, budaya korupsi, serta ketidaksiapan birokrasi akan pemanfaatan teknologi dan informasi dalam orientasi pelayanan publik kepada masyarakat. Oleh karena itu, Perencanaan pengembangan SDM Aparatur oleh Camat Kecamatan Koto Tangah dalam memperkuat reformasi birokrasi menuju Revolusi Industri 5.0 harus dilakukan secara tepat dengan merespons berbagai hambatan yang terjadi serta segala bentuk perubahan lingkungan dan perkembangan zaman.

Penelitian ini bertujuan untuk mengetahui Strategi Meningkatkan Kinerja Aarat Sipil Negara Era Globalisasi Dilingkungan Organisasi Pemerintah. Ada pun strategi yang dilakukan dalam meningkatkan kinerja aparat sipil negara era globalisasi dilingkungan organisasi pemerintahan adalah dengan memberikan pelatihan untuk meningkatkan kemampuan khusus dilingkungan ASN berbasis teknologi informasi, melakukan manajemen kinerja kinerja yang terstruktur dan sistematis melalui aplikasi yang dibuat oleh pemerintah.
