The article presents the results of an empirical study of the conversion of two forms of capital - human and social in the conditions of private corporations in Russia, China, Spain. In theoretical studies, conversion is shown as a key synergistic moment in the creation of profits and rent. Based on a multiparadigm methodological approach, a methodology has been constructed that allows one to assess the degree of conversion of human and social capital in the value dimension. An analysis of the value networks of employees of corporations in Russia, China, Spain made it possible to draw general conclusions regarding sociodynamics and options for converting human and social capital: unity/harmony of capital; differentiation/disharmony of capital; different ratios of unity/differentiation of capital. Empirical material shows a significant difference in the characteristics of the conversion of human and social capital of Russians, Chinese and Spaniards according to the following criteria: the density of connections in the respondents' value networks; in the weight characteristics of indicators; in a specific manifestation of generalizing criteria - prosperity and team spirit. The proposed strategy for diagnosing capital conversion is of an applied nature and is used in several other studies.
The article analyzes the transformation of the institution of higher education and traditional education during the epidemiological crisis, due to which distance learning was introduced in universities on a federal scale. The authors focus not only on the effect of the introduction of online technologies into the higher education system, but emphasize the uniqueness of the situation in the context of the need to use these tools in order to minimize social communications when it comes to the viral threat. The authors’ use of cybermetric analysis, big data mining, and media monitoring using the Medialogia analysis system allowed to analyze the information agenda in the federal media space, to determine how the traditional education changed in the context of the Covid 19 pandemic. The specificity of perception of distance learning by Russian society is noted. It was revealed through analysis of the media space concerning the activities of the Ministry of Science and Higher Education of the Russian Federation from February to June 2020. The article emphasizes that the discussion on digitalization of the educational process will continue. The authors draw attention to the fact that joint efforts of the state and civil society can contribute to the development of an adequate model of higher education, based on the convergence of traditional and digital educational forms, taking into account the interests of all the participants in the higher educational process.
The article presents the results of a factor analysis of the investment attractiveness of five regions in which world-class scientific and educational centers function, which are one of the tasks of the national project "Science". Among the indicators of investment attractiveness, the emphasis is placed on innovative and labor factors as integral components of the region's human capital, its reserve and potential. A systematic analysis of the factors of investment attractiveness made it possible to determine the strengths and weaknesses of the regions where RECs were created. The used methodology for assessing the region's human capital reserve made it possible to calculate its volume, which consists of the available human capital of the region and external - migration flows to the region in which the REC is being created. The conclusions drawn as a result of the study include: 1) regions with a high assessment of labor and innovation factors are leaders in the rating of investment attractiveness of regions; 2) a low assessment of the raw material (natural resource) factor is leveled by human factors (innovation and labor), i.e. is not a source of development in the knowledge economy; 3) infrastructure development is one of the indicators of investment inflow into the region, including for the development of science-intensive industries and a favorable investment climate; 4) migration processes in regions with established RECs do not act as a source of inflow of external effective human capital; 5) the observed trends of a decrease in the birth rate and a decrease in the number of the economically active population can be considered as a factor in reducing the reserve of regional human capital in the future.
Human capital in a post-industrial society is becoming the main condition for the development of society and this is facilitated by the creation in Russia of scientific and educational centers (SECs). The main objectives of the activities of such centers are to enhance the economic and social life in the regions. Large funds are allocated to solve this problem. Therefore, the practical relevance of the sociological monitoring of SECs should be considered as a necessary condition for providing feedback on the effectiveness of SECs in the region. This is not only an important practical task, but also an urgent task of scientific support for the implementation of such monitoring. The article conceptualizes the main elements of the sociological monitoring system of SECs. They relate to the methodology and methodology of the sociological monitoring of SECs. Shown: the relevance of monitoring, its main goals and objectives, the principles of organization of work are indicated. It is important that monitoring is carried out systematically, taking into account information that reveals a combination of objective and subjective indicators characterizing the state of the region's human potential. The importance of organizing sociological monitoring of the SEC at a value level and using network research technologies is emphasized. The article provides a review of scientific sources that have been devoted to studies of human capital and the history of the problem. An analysis of the historical and modern experience of Russia shows that the unification of science, education and production is the basis of the conceptual model of stimulating the human capital of Russians and ensuring Russia's competitiveness in the world. It is concluded that the concept of sociological monitoring of the SEC as a factor in the activation of human capital is promising.
The article presents the results of the analysis of the impact of the migration factor on the dynamics of the human potential of the Sevastopol region. The huge migration growth in the city of Sevastopol over the past three years is of great interest for the study. This phenomenon cannot but influence the magnitude of the human potential of the region, the attitude of city residents to this phenomenon, as well as its network component. The conclusions made as a result of the study include: 1) migration processes occurring in the region have a huge impact on all components of regional human potential, strengthening or weakening its network social component, which underlies the structure of potential, 2) analysis and calculation of indicators showed that degradation (loss) of human potential indicators is taking place in Sevastopol, in particular, a number of factors influencing the migration growth, as well as the problems of the indigenous population associated with migration processes, were identified. 3) The study revealed a widespread hostility towards migrants among city dwellers, with whom many associate an increase in crime, a complication of the situation on the labor market and other negative trends.
