The construction industry is high-tech and is one of the key areas for the strategic development of regions in terms of their digitalization. The construction complex provides regions with infrastructure of various levels from design documentation to commissioning, as well as reconstruction and major repairs of buildings. The article adopts an isolated regional approach, which is due to the need to assess specific territories by the level of readiness for digitalization of the construction complex. The purpose of the research is to determine the level of readiness of Russian regions for the digitalization of the construction complex by forming a rating of regions according to the indicator “the level of readiness of the region for digitalization of the construction complex”. To build the rating, the fuzzy sets method was applied using a triangular membership function, which allows to describe the influence of various processes on the formation of digitalization processes in the construction complex of the region. When forming the rating, a scale of fuzzy variable values is set which allows one to classify regions by levels, namely very low, low, medium, high, and very high. The generated rating is illustrated according to the specified scale. Based on the rating, the leading regions and outsider regions are identified by the formed indicator. It was determined that Moscow and Saint Petersburg are highly prepared for the digitalization of their construction complexes, and 53 regions of Russia are potentially prepared. In the future, it will be possible to create a rating of Russian regions on the level of readiness for digitalization of the construction complex with a two-year lag. Then, using the DEA shell analysis method, a quantitative assessment will be carried out that allows you to form performance boundaries and, against the background of four years, adjust the data to identify the most realistic picture. Also, the rating methodology considered by the authors allows us to scale this research to the international level, which will allow us to assess the level of digital development of construction complexes in other countries. The proposed rating algorithm is suitable for other sectors and complexes of the economy. It is enough to determine the main aggregate indicator and select groups of factors.
The study of industry digitalization in Russia is relevant and promising in accordance with global trends and the main strategic documents of the Russian Federation in the context of increasing productivity, reducing costs, and increasing efficiency. The purpose of this study is to describe a systematic approach to managing a construction complex under the conditions of the digitalization of the economy from the micro level (the level of organizations) to the level of municipalities and regions. The article describes the process of transition to digitalization at the micro level in a construction complex and also analyzes the options for digitizing investment and construction projects at the micro level. It also describes the structural integration of a construction complex from the micro level to the level of the municipality/region through information services and through formed proposals for the formation of a management system for such construction complexes in municipalities and regions of Russia under the conditions of the digitalization of the economy. Based on the conducted analysis and the formed proposals, problems regarding the management of a construction complex of a municipality/region under the conditions of the digital economy are identified, namely: (1) a lack of developed standards for regulating the digital modeling of buildings; (2) a low level of employee ownership of software complexes that form building information modeling at the micro level; (3) the need for the continuous professional development of employees; and (4) the poor integration of some software products. In the future, based on the results of this study, it will be possible to form the structure of an information system for managing urban development and the space of municipalities, as well as a strategic approach to managing these digital processes at the municipal and regional levels in the regions of Russia.
A key condition for the sustainable development of the Russian Federation Arctic Zone (RFAZ) territories is a well-developed infrastructure of the region. By the term “infrastructure of the region”, it is common to mean the whole set of functional systems that ensure the vital activity and competitiveness of the region. One of basic elements of the infrastructure is the region’s construction complex, which includes housing construction (low-rise and high-rise), industrial construction, social construction, cultural construction, road construction, and general construction. This study explores the strategic development of the construction complex of the Murmansk region as one of the RFAZ territories. Strategic development of the regional construction complex is provided by construction companies and organizations. The analysis of construction enterprises and organizations activity showed that the construction complex development depends strongly on economic crises. In this regard, the list of actions that allow providing balanced development for the regional construction complex has been offered. Based on the identified activities, benchmarks were identified, and the “Industry and Entrepreneurship” component of the strategic chart for the Murmansk region construction complex was developed.

Выявлены факторы, оказывающие значимое влияние на развитие строительного комплекса: 1) наличие сильной нормативно-правовой базы, регулирующей отрасль; 2) темп развития отрасли в регионе; 3) уровень развития бизнес-структур строительной отрасли региона; 4) уровень миграции населения в другие регионы РФ; 5) степень покрытия территорий региона сетью Интернет. Определены ключевые сценарии стратегического развития строительного комплекса Мурманской области: энергосырьевой, инвестиционный, инерционный. На основе анализа иерархий авторы пришли к выводу, что ни один из них не является предпочтительным, и предлагают четвертый сценарий</span><span class="myHorizontalScaleForEmDashSpaceBefore"> </span><span>–</span><span class="myHorizontalScaleForEmDashSpaceAfter"> </span><span>совокупный, соединивший в себе черты всех трех.</span>
