At present, the issues of overcoming the negative structural shift in Russian economy, accelerating economic growth, reducing technological and social-and-economic gap between Russia and the developed countries are strategically important. Modern structure of Russian economy which had been developed as a part of market model does not generate the innovative type of development. In this situation, mining regions, the structure of which was formed in the early 20th century and is represented by the extractive industries, are undergoing the greatest problems of innovative development. Therefore, despite high urbanization and industrial development level the economy of Kuzbass (Western Siberia, Russia) is characterized by significant structural problems. They are associated with primary extractive nature of the regional industry, in which coal and iron ore, metallurgical and chemical industries dominate. They highly depend on Russian and global market of raw materials, widely use low-productive technologies, and they are characterized by high level of fixed capital depreciation and insufficient pace of innovative infrastructure development. The solution of the structural problems of economic development of mining region is connected with technological modernization of extractive industries and use of modern materials for the production of high-tech products.
Abstract. The immaturity of strategic and conceptual documents in the sphere of sustainable development of the Russian economy had a negative impact on long-term strategic forecasting of its neo-industrialization. At the present stage, the problems of overcoming the mineral and raw material dependence, the negative structural shift of the Russian economy, the acceleration of the rates of economic growth, the reduction of technological gap from the developed countries become strategically in demand. The modern structure of the Russian economy, developed within the framework of the proposed market model, does not generate a sustainable type of development. It became obvious that in conditions of the market processes' entropy, without neo-industrial changes, the reconstruction of industry on a new convergence-technological basis and without increasing the share of high technology production the instability of macroeconomic system, the risks of environmental and economic security of Russia are growing. Therefore, today we need a transition from forming one industry development strategy to the national one that will take into account both the social and economic and environmental challenges facing Russia as a mineral resources extracting country.
Economic and environmental problems are closely related, and solving some of them, the others cannot be solved. The state of the environment directly forms the potential of the economic sphere. For example, resources for industrial enterprises are formed in the natural environment, and the capacity of plants and factories depends on resources’ quantity. The amount of money to be spent on the purchase and installation of treatment plants, on the measures to eliminate water, air and soil pollution, depends upon the profit. Each country has its own list of environmental problems related to the economy. They are engaged in their elimination at the state level, but first of all the responsibility for the consequences is the burden of companies’ management. The active development of the economy should not adversely affect the state of the environment. Both individual enterprises and whole states should control the economic and environmental situation in order to achieve a balance and solve global problems. The most important form of interaction between the state and business in solving economic-and-environmental problems is the introduction of zero waste technologies in all their diversity and achieving their multiplicative effect. The paper shows the relationship between environmentally-oriented innovative development of the economy and the introduction of zero waste technologies.
The article considers spatial distribution of innovations as one of the forms of implementation of the mechanism of their evolution, which leads to the formation of “centers” and “peripheries” of the innovation potential of the national economy. The paper takes into account the features of the spatial organization of the economy, formed as a result of the allocation and reallocation of assets under the influence of competition processes, which are reflected in neoclassical theories of economic growth.
Abstract. As part of rental-resource model and access restrictions to capital and new technologies, the attempts to encourage import substitution made by the government do not generate innovative type of economic development and reconstruction of economy's manufacturing industry competitive on the domestic market. In conditions of searching for a new model of Russian economy development the analysis of a number of problems such as industry degradation, reducing the competitiveness of Russian producers, the growth of structural imbalances and overcoming the negative macroeconomic trends becomes strategically important. This raises the value of neo-industrialization as the integrator of resource security, scientific and industrial potential of Russian economy and high capacity of the domestic market in the innovative development system. A special role neo-industrialization plays for the economic development of old industrial regions, which include Kuzbass (Western Siberia, Russia). Neo-industrial development of Kuzbass economy should be initiated by the technological modernization of mining machinery and innovative development of coal industry.
