A growing body of scholarship on the political and economic subordination of women in the Muslim world has argued that widespread patriarchal attitudes toward women's roles in public life can be ameliorated by offering progressive reinterpretations of Islamic scriptures. In this article, we explore this hypothesis with a large-scale survey experiment conducted among adult Egyptians in late 2013. In the study, a subset of respondents were exposed to an argument in favor of women's political equality that was grounded in the Qur'ān, Islam's holiest text. We found that this group was significantly more willing to express approval of female political leadership than those exposed to a non-religious argument in favor of women's eligibility for political leadership. A further analysis of conditional treatment effects suggests that the religious justification for female political leadership was more likely to elicit agreement among less educated and less pious respondents, and when delivered by women and targeted at men. Our findings suggest that Islamic discourse, so often used to justify the political exclusion of women, can also be used to help empower them.
Numerous empirical studies of the relationship between popular support for Islamism and support for democracy and violence have yielded inconclusive results. We suspect that this is largely because scholars have not operationalized support for Shari`a in ways that capture the concept’s multi-dimensionality. In this paper, we employ data derived from a carefully designed survey instrument that casts unique insights into how Pakistanis imagine a Shari`a-based government. We find that formalizing an Islamic government as one that implements Shari`a by providing services and security for its citizens is positively associated with support for democratic values, whereas conceptualizing it as one that implements Shari`a by imposing hudud punishments and restricting women’s public roles is positively associated with support for militancy. These results suggest that it is important to understand how individuals within a particular context construe a Shari`a-based government, and future empirical work should take this.
How does political polarization occur under repressive conditions? Drawing on psychological theories of social identity, the author posits that the nature of repression drives polarization. Repression alters group identities, changing the perceived distance between groups and ultimately shaping the level of affective and preference polarization between them through differentiation processes. The author tests the proposed causal relationship using mixed-method data and analysis.The results of a laboratory experiment reveal that exposure to a targeted repression prime results in greater in-group identification and polarization between groups, whereas exposure to a widespread prime results in decreased levels of these same measurements. The effect of the primes appears to be mediated through group identification. Case-study evidence of polarization between political opposition groups that were differently repressed in Egypt and Tunisia reinforces these results. The findings have implications for understanding how polarization, as conditioned by repression, may alter the likelihood of the cooperative behavior among opposition actors necessary for the success of democratic politics.
The reintegration of former members of violent extremist groups is a pressing policy challenge. Governments and policymakers often have to change minds among reticent populations and shift perceived community norms in order to pave the way for peaceful reintegration. How can they do so on a mass scale? Previous research shows that messages from trusted authorities can be effective in creating attitude change and shifting perceptions of social norms. In this study, we test whether messages from religious leaders—trusted authorities in many communities worldwide—can change minds and shift norms around an issue related to conflict resolution: the reintegration of former members of violent extremist groups. Our study takes place in Maiduguri, Nigeria, the birthplace of the violent extremist group Boko Haram. Participants were randomly assigned to listen to either a placebo radio message or to a treatment message from a religious leader emphasizing the importance of forgiveness, announcing the leader’s forgiveness of repentant fighters, and calling on followers to forgive. Participants were then asked about their attitudes, intended behaviors, and perceptions of social norms surrounding the reintegration of an ex–Boko Haram fighter. The religious leader message significantly increased support for reintegration and willingness to interact with the ex-fighter in social, political, and economic life (8 to 10 percentage points). It also shifted people’s beliefs that others in their community were more supportive of reintegration (6 to 10 percentage points). Our findings suggest that trusted authorities such as religious leaders can be effective messengers for promoting peace.
Does religion inevitably promote support for militant politics? Using a new and unique data set compiled from a nationally representative survey in Lebanon, we examine the conditions under which communal religious practice may serve to promote support for or opposition to armed parties. We argue that this relationship, far from being unidirectional and consistent, depends on the interests of the individual sectarian group. For groups engaged in conflict, communal prayer may increase support for arming political parties. For noncombatant groups, however, religion tends to promote opposition to such militarization. Using both observational and experimental evidence, we demonstrate that communal religion increases the salience of group interests through both identity and informational mechanisms. For regular worship attenders, communal religious practice increases the salience of sectarian identity. For nonattenders, informational primes about sectarian interests have the same effect. Among noncombatant groups, this increased salience leads to opposition to armed parties whose presence would threaten the livelihoods and security of those on the sidelines.
