This study aims to determine how to develop media Kalika (word folding cards), to determine the feasibility of media Kalika that researchers developed, and to determine the responses of students to the media Kalika. This research was conducted at SD Negeri Kabayan 1 with the research subjects of first grade students totaling 18 people. This type of research refers to the steps adapted from the development procedure according to Sugiyono which consists of seven stages, namely problem analysis, data collection, product design, design validation, design revision, product testing, and final results. The instrument used in the form of a questionnaire for product validation by a team of experts and a student response questionnaire sheet. Based on data analysis, it can be concluded that the media Kalika to train the beginning reading skills of elementary school first grade students that the developed is in the very feasible category from 2 media experts, the appropriate category of 2 linguists, and the category is very feasible from 2 material experts. The response of students to Kalika media in the trial included in the very good category.
