To ensure investment and innovation, it is necessary to develop theoretical and practical aspects relating to the use of preferential investment and innovation regimes in Russia. Preferential investment and innovation regimes are both special areas of a company’s activity and special agreements which provide for guarantees and in accordance with which the fulfillment of investment obligations is regulated. Based on a comparative analysis, this article highlights the features of preferential regimes: the updated mechanism of special investment contracts (SPICs), regional investment projects (RIPs), and agreements on the protection and promotion of investments (APPIs), and analyzes their impact on investment and innovation. The results of providing preferential tax regimes and the use of SPICs and RIPs are set out below. New developments in the regulation of SPICs, agreements on the protection and promotion of investments, and the creation of special regulatory regimes (regulatory sandboxes) all help to increase investment and innovation.
