The crime of sexual violence in Indonesia is increasing every year. Criminal penalties for perpetrators of sexual violence as stated in the Penal Code and Child Protection Act were considered ineffective until the Government issued The Replacement Government Regulation No. 1 of 2016 that applies criminal sanctions to perpetrators of sexual violence among others by chemically applying castration. This is the background to conducting normative research on the policy of chemicalbirth sanction formulations that apply in Indonesia today. His arrangement of chemical castration and rehabilitation as an additional punishment, to date has not been published, so the mechanisms and technicalities are unknown. In addition, interested sectors are not involved in the establishment of such rules resulting in rejection as executors.
Children are basically good imitators. What's more, in the era of the digital world and the internet, children can more easily access shows on social media and exchange information via cell phones. With the ease of accessing the internet, it is not uncommon for children to commit acts that violate the law, such as theft, fights, and other criminal acts, so that the child is then subject to criminal proceedings. For children who are in conflict with this law, Indonesia actually already has rules for handling them, namely Law Number 11 of 2012 concerning the Juvenile Criminal Justice System. However, it seems that the procedure for handling and protecting children who have problems with the law still needs to be socialized more intensely, because there are still many parties who have not implemented the provisions of the law. For example, the provision regarding children who commit crimes in their detention cells cannot be combined with adults, the fact is that in the field there are still cells whose detention cells are joined by adults. One of the aims and objectives of the community service activities carried out by lecturers at the Faculty of Law, Esa Unggul University, is to socialize the handling and protection of children who have problems with the law. It is hoped that after this socialization there will be no wrong handling procedures for children who have problems with the law, and also children who are in conflict with the law will get the rights as regulated in the legislation. Keywords: child, unlawful act, handling. AbstrakAnak pada dasarnya adalah peniru yang baik. Terlebih lagi dalam era dunia digital dan internet ini anak bisa lebih mudah mengakses tontonan di media sosial dan bertukar informasi lewat ponsel. Dengan kemudahan mengakses internet tersebut membuat anak tidak jarang melakukan perbuatan yang melanggar hukum, seperti pencurian, tawuran, dan tindak pidana lainnya, sehingga anak kemudian di proses pidana. Terhadap anak yang berkonflik dengan hukum ini, Indonesia sebenarnya sudah memiliki aturan untuk penanganannya, yaitu Undang-Undang Nomor 11 Tahun 2012 tentang Sistem Peradilan Pidana Anak. Namun nampaknya prosedur penanganan dan perlindungan bagi anak yang bermasalah dengan hukum ini masih perlu di sosialisasikan lebih intens, karena masih banyak para pihak yang belum melaksanakan ketentuan undang-undang tersebut. Misalnya ketentuan mengenai anak yang melakukan tindak pidana sel tahanannya tidak boleh digabung dengan orang dewasa, faktanya dilapangan masih ada yang sel tahanannya bergabung dengan orang dewasa. Kegiatan pengabdian masyarakat yang dilakukan oleh dosen-dosen Fakultas Hukum Universitas Esa Unggul salah satu maksud dan tujuannya adalah ingin mensosialisikan mengenai penanganan dan perlindungan bagi anak yang bermasalah dengan hukum. Diharapkan setelah sosialisasi ini maka tidak ada prosedur penanganan yang salah terhadap anak yang bermasalah dengan hukum, dan juga anak yang berhadapan dengan hukum mendapatkan hak sebagaimana telah diatur di dalam perundang-undangan.
