Amir Karic's The Dictionary of Politics ambitiously contains around 300 wide range of terms, from the basic categories of political science, law, and other related scientific disciplines, to the terms used in colloquial speech. The terms have been arranged in alphabetical order, which indicates that the author has already presented the world of politics through political concepts defined as separate units, and not through relations between terms and conceptual clusters. The author's approach in defining most of the terms in The Dictionary of Politics is by defining them as separate entities/units, without consideration of their relation to other terms, and even less so, their consideration from the aspect of certain conceptual clusters and ideological doctrines. Therefore, the conception of the world of politics in The Dictionary of Politics by Prof. Karic, often looks blurred and unclear. It is a world of extracted separate particularities whose understanding is just guessed, without an internal connection between them that would form a more complete depiction of the world of politics. The main reason for deficiencies in definitions of fundamental concepts of politics by Prof. Amir Karic is that he overlooked the complex relations between the concepts of politics and political, or political, as the ontological assumption of politics. But it is necessary to say that the author did not even have such ambitions. The dictionary is exclusively the function of training students of political science, and other related scientific disciplines, for whom it is known that they do not yet possess the knowledge of the meanings of basic political, sociological, and legal terms, which would allow them to follow and comprehend lectures held by professor Karić. In this way, we have received a dictionary of an informative nature for the needs of elemental understanding of basic terms in lectures of political, and related sciences. As such, it can serve its planned purpose (elemental literacy of students to understand the world of politics), but it cannot represent the basis for understanding the foundations of political science.
Education as a differentia specifica of man can not be reduced to an instrument of training individuals, by acquiring knowledge and skills, to achieve certain goals. With Hegel and his notion of "bildung", education is no longer treated as a means, but as an end in itself, an immanent moment of the historical development of individual self-awareness and the world spirit. The tradition of education in Brcko is rooted in religious education from the Ottoman period, with certain steps forward towards civic education in the periods of Austro-Hungarian rule, the Kingdom of Yugoslavia, and socialist Yugoslavia. The greatest strides in the field of education, Brcko has achieved in the economic and commercial scientific fields, especially after The Faculty of Economics was established in 1976. Unfortunately, in the period after the establishment of The Brcko District of Bosnia and Herzegovina in 2000, and the founding of private universities, higher education in Brcko has been reduced to goods and profit, a corrupt combination of politics and university management, that not only has distanced Brcko’s higher education from the ideal of Hegel's “bildung”, because it has never even been close to that ideal, but it also largely canceled the achievements of higher education in the economic and commercial scientific fields. Higher education in Brcko today produces educational fiction that has no basis in reality.
The Centre for Culture and Education "Logos" in cooperation with the Institute for Religious and SocialResearch and the Faculty of Philosophy of the University of Tuzla organized a scientific conference: "Religion, Politics, Secularism" on the 2nd and 3rd October 2020., with the participation of scientists from Bosnia and Herzegovina (B&H), Croatia and Serbia. The consideration of the historical connection between religion and politics, through the meaningful understanding of secularization, contextualizes on the margins of the modern era where one can read the meaning and significance of the historical destiny of B&H and its social, religious, confessional, national, and cultural subjects. From eleven contributions from this scientific conference, only one of them (Tadic, Sljivo 2020) explicitly, and three of them implicitly (Krivak 2020, Pešić 2020, Hodžić 2020) contextualize the subject of their studies in the narrow framework of the given theme: "Religion, Politics, Secularism". The other seven contributions, although theoretically and methodologically outside of the (self)referenced, conscious epochal relationship of religion, politics, and secularization, illuminate the aspects of the problems in the question in their own way, and sometimes from a quite unexpected angle.
For years, the public speech on the Brčko District of B&H, established in 2000 based on The Final Arbitration Award, has been all about political phrases that have lost all connection with reality. Therefore, it is high time to speak competently about what was the socio-cultural and political novelty made by the Final Award, which has been disintegrating for years in a way that calls into question the very survival of the District. The Final Arbitration Award produced "an area under new political jurisdiction." "Bosnian new space" can be reduced to several important characteristics. The establishment of the District created: New constitutional structure of B&H; A new political model has been established in the District (civil), as opposed to those in Bosnian entities (ethnonational); A democratic unitary government has been established, unlike the consociational government in B&H and FB&H; Consistent insistence on multiethnicity (multiculturalism) in all spheres of public life. All these elements are interconnected and form one whole, so questioning any one of them endangers the survival of the others. Unfortunately, all of these elements are questionable today. On the hand, that is thanks to the changes made to the District’s Statute by Supervisor Gregorian. On the other hand, that is thanks to the disregard of the Final Award, the Statute, and the law by local politicians. It is high time to point out all of these problems that the District faces to get the professional and political attention that this specific socio-cultural and political model deserves.
