Abstract. The methodology of calculation of environmental performance index is considered in the article. The necessity of assessing the environmental efficiency index at the regional level in connection with which the authors attempted to adapt the indicators is proved; the recommendations on improving the national system of environmental indicators for the purpose of maximum correlation with the indicators of the environmental performance index are given.
This article deals with Kuzbass industry modernization for efficient resource usage in key areas of sustainable social and economic region development. The modernization is considered as sustainable development and is connected with the structure and function change of the production system as a result of innovation implementation under the influence of the managing entity. The industrial cluster “Integrated processing of coal and industrial wastes” is considered to be the most significant one in cluster policy strategy in Kuzbass. Its purpose is to produce import-substituting coal and chemical products and related materials using the latest technologies for the deep processing of coal and industrial wastes.
Current processes of environmental law enforcement require the use of innovative approaches to the problem of environmental management. In this regard, an adequate choice of the environmental performance indicators of an enterprise and the technique for their analysis, aimed at developing efficient, environmentally friendly management decisions, is of great importance. The technique for calculating the environmental and eco-economic performance indicators of a coal mining enterprise, including using the weighted average hazard class of pollutants or production and consumption waste is discussed in the article. Various options for the application of this approach, which is of practical importance for reducing the labor intensity of management decision-making by industrial enterprises, are considered.
