As an educator, the responsibilities of lecturers are demanded on three things, known as the tri dharma of higher education. A lecturer must be able to make a real contribution to students. Not only to students but also required to be able to cooperate well with the institutions where the lecturers serve. In order for the performance of a lecturer to be better, then, in this case, the educational institution can conduct a performance appraisal of the lecturers at the institute. Effective assessment is certainly needed so that the results obtained are better and more appropriate. For this reason, the writer tries to use the Operational Competitiveness Rating Analysis (OCRA) and Centroid Rank Order (ROC) methods in evaluating the performance of lecturers at STMIK Budi Darma.
Implementation of learning in class 11th MAN 1 and MAN 2 Banda Aceh City Students only get information without going through discussion activities, students who are not brave enough to express ideas or ideas, so that students are not trained in using their critical thinking skills. This study aims to determine the improvement of students' critical thinking skills through the application of the STEM-based discovery learning model to the motion system concept. The research approach used is quantitative with the type of pre-experimental research. The research design used is the one-group pretest-postest design. The population was all of 11th grade students, amounting to 292 people. The sampling technique used was a total sampling. The sample in this study consisted of 292 students. The instruments in this research were pretest and posttest multiple choice questions with reasoned. Data analysis consisted of normality test, paired sample t-test at a significant level of 0.05 and n-gain. The results of the paired sample t-test obtained tcount 48 and value (ρ.001), so it was concluded that there were differences in critical thinking skills and learning outcomes of students before and after learning with the application of the STEM-based discovery learning model to the motion system concept. The results of the n-gain test using the Meltzer formula showed that the gain in critical thinking skills was 0.85, so there was an increase in critical thinking skills with a high category.

For this reason, a technique is needed to change the size of the data to be smaller. This technique is called compression or better known as data compression. Data compression is a process of converting a set of data into a form of code to save data storage requirements. Fixed Length Binary Encoding Algorithm (FLBE) uses a lossless technique that does not eliminate information at all, only representing some of the same information. The results obtained from the application of Fixed Length Binary Encoding algorithm in the process of compression and decompression include compression capacity, compression ratio and compression and decompression time. In accordance with the results of the experiments carried out, it can be seen that the data originally having a larger size can be compressed well implemented in text files.

For this reason, the author expects that the application of the facilitator selection decision support system to apply the ELECTRE method can facilitate health officials in the selection of facilitators
