Debris flow is commonly initiated by torrential rain and its triggering is correlated to the hydrological, geological, and geomorphic conditions on site. In spite of the important effects of geology and topography, rainfall characteristic is the main external triggering factor to debris flow and is a predominant parameter for real-time monitoring. Due to the scarcity of sufficient spatial ground-based rainfall data in hill areas, quantitative precipitation estimation using remote-sensing techniques such as radar and satellite is needed for debris flow pre-warning. The QPESUMS (Quantitative Precipitation Estimation and Segregation Using Multiple Sensors) system was acquired to retrieve spatial rainfall data during the rainfall period from June 30 to July 6 in 2004 when Typhoon Mindulle and southwesterly flow struck Taiwan. The retrieved data were used for setting up the debris flow monitoring algorithm. With the aid of multiple platforms of meteorological observations, a rainfall threshold isohyet in a pilot area was mapped for debris flow monitoring. The rainfall monitoring algorithm based on QPESUMS provides more detailed information than the limited number of ground-based rainfall stations for interpreting the spatial distributions of rainfall events, and therefore is more suitable for debris-flow monitoring
What makes Question & Answer (Q&A) communities productive? In this paper, we look into how the diversity of behavioral types of agents impacts the performance of Q&A communities using different performance metrics. We do this by developing an agent-based model informed by insights from previous studies on Q&A communities. By analyzing the different strategies for how questions are selected to answer, we find that there are mixtures of strategies leading to the best outcomes for different performance conditions. Particularly, Q&A communities that encourage participants to focus on answering the new questions reach the best performance in answering the questions, creating the long term value, and improving the competence of solving difficulty. In conclusion, we find that the current strategies of question selection on Stack Overflow are in line with the high performance of producing public benefit from the collective attention available.
On October 16, 1998, a mudflow of 2,000 m(3) resulting in five deaths in the Neihu area of Taipei city came in the wake of Typhoon Zebert, which delivered approximately 300 mm/day of precipitation. The destructive 50-m-long mudflow rushed down the hill without any forewarning, wreaking severe destruction to the properties below. Based on in-situ investigation, this paper discusses the event scenario and provides critical data analyses to identify the contributing factors and main triggering mechanism of the disaster. The chances of possible water uplift due to groundwater conditions, the engineering properties of the geomaterials, and the influence of man-made changes in the morphology are examined in weighing the importance of these factors and identifying the main trigger
