Since the adoption of the Paris Agreement in 2015, spurred by the 2018 IPCC Special Report on Global Warming of 1.5°C, net zero emission targets have emerged as a new organizing principle of climate policy. In this context, climate policymakers and stakeholders have been shifting their attention to carbon dioxide removal (CDR) as an inevitable component of net zero targets. The importance of CDR would increase further if countries and other entities set net-negative emissions targets. The scientific literature on CDR governance and policy is still rather scarce, with empirical case studies and comparisons largely missing. Based on an analytical framework that draws on the multi-level perspective of sociotechnical transitions as well as existing work on CDR governance, we gathered and assessed empirical material until early 2021 from 9 Organization for Economic Co-operation and Development (OECD) cases: the European Union and three of its Member States (Ireland, Germany, and Sweden), Norway, the United Kingdom, Australia, New Zealand, and the United States. Based on a synthesis of differences and commonalities, we propose a tripartite conceptual typology of the varieties of CDR policymaking: (1) incremental modification of existing national policy mixes, (2) early integration of CDR policy that treats emission reductions and removals as fungible, and (3) proactive CDR policy entrepreneurship with support for niche development. Although these types do not necessarily cover all dimensions relevant for CDR policy and are based on a limited set of cases, the conceptual typology might spur future comparative work as well as more fine-grained case-studies on established and emerging CDR policies.
To reach the mitigation goals of the Paris Agreement, many countries will have to phase out their coal power plants prematurely, i.e., before the end of their normal lifetimes, which will lead quite possibly to significant stranded assets. This could present a major challenge, particularly for many of the rapidly developing countries whose electricity demand is growing and which are currently expanding their coal fleets. Recent research shows that countries with aging power plants and decreasing coal consumption are more inclined to phase out coal, but little is known about where, why, and how coal power plants are being prematurely retired. In the context of the hybrid Paris Agreement, attention is increasingly shifting to domestic mitigation capacities and, alongside this—given the vested interests involved in different sectors—to state capacity to implement the transformations required to achieve deep decarbonization. In this article, we aim to study those capacities in the context of coal phaseout. We use a recent and comprehensive global dataset on coal power plants and employ a mixed-methods research design to (a) identify general emerging patterns with respect to premature coal fleet retirement, and (b) derive stylized types of political strategies to prematurely retire coal power plants. We find state capacity to be a robust predictor of general and premature coal retirement, and we identify three main strategies that countries have used to date to prematurely retire coal: (a) <em>rein-in</em> using top-down regulatory enforcement of environmental, climate, or other regulations that affect the operating licenses of coal plants; (b) <em>buy-out</em> or provision of compensation to companies and regions to appease vested interests; and (c) <em>crowd out</em> where accelerating market and price dynamics in the power sector crowd out coal. We propose that future research should explore more systematically the kinds of strategy that might be most promising in the regions and countries needing to rapidly phase out coal, taking into account their political structures, and also the implications that such strategies might have for global mitigation efforts.
The demands of the climate movement ‐ for rapid and profound change ‐ are based on scientific findings and the political commitments to the Paris Agreement. The activists are, therefore, factually “right”. However, being right is not enough to justify or to accelerate the practical implementation of knowledge and decisions. We explain which social factors are at work, and how the climate movement can benefit if they incorporate these factors into actions for social change.
Global climate governance is in transition. As the focus shifts from negotiations to implementation, the quest for ways to effectively coordinate ambitious climate action has become a key concern. While existing studies frame this problem mostly in terms of institutional design (to “facilitate” state ambition) and strategic delegation of authority (to “orchestrate” nonstate action), this article builds on dramaturgical policy analysis to examine soft coordination in practice. Using ethnographic methods, we analyze public performances at the twenty-fifth Conference of the Parties (COP25) in Madrid. We find that these were shaped by preestablished governance scripts and social roles available to participants, but also by creative improvisations and interventions. The United Nations Framework Convention on Climate Change Secretariat and COP Presidency intervened to configure the physical setting of the conference, mold its narrative arch, and shape available roles. We conclude that performances and dramaturgical interventions are important tools of soft coordination in global climate governance. Their analysis constitutes a productive entry point for grasping contemporary transformations in global politics.
