Abstract[Excerpt] Educational reformers and most of the American public believe that most teachers ask too little of their pupils. These low expectations, they believe, result in watered down curricula and a tolerance of mediocre teaching and inappropriate student behavior. The result is that the prophecy of low achievement becomes self-fulfilling. Although research has shown that learning gains are substantially larger when students take more demanding courses2, only a minority of students enroll in these courses. There are several reasons for this. Guidance counselors in many schools allow only a select few into the most challenging courses. While most schools give students and parents the authority to overturn counselor recommendations, many families are unaware they have that power or are intimidated by the counselor's prediction of failure in the tougher class. As one student put it: "African-American parents, they settle for less, not knowing they can get more for their students. The 'knowledge economy' is said to depend increasingly on capacities for innovation, knowledgegeneration and complex problem-solving -capacities attributed to university graduates with research degrees. To what extent, however, is the labor market absorbing and fully utilizing these capabilities? Drawing on data from a recent cohort of PhD graduates, we examine the correlates and consequences of qualification and skills mismatch. We show that job characteristics such as economic sector and main work activity play a fundamental and direct role in explaining the phenomenon of mismatch, experienced as overeducation and overskilling. Academic attributes operate only indirectly in explaining this mismatch, since their effect loses importance once we control for job-related characteristics. We detected a significant earnings penalty for those who are both overeducated and overskilled. Being mismatched reduces satisfaction with the job as a whole and with non-monetary aspects of the job, especially for those whose skills are underutilized. Overall, the problem of mismatch among PhD graduates is closely related to the demand-side constraints of the labor market. Increasing the number of adequate jobs and broadening the job skills that PhD students acquire during training should be explored as possible responses.
Using data from three longitudinal surveys of American high school students, I show that vocational courses helped non-college-bound-students to start their work life more successfully, in terms of steadier employment, higher wages and higher earnings. A comparison of the returns to academic and vocational course work for non-college bound students who graduated in 1972, 1980 and 1992 finds that the short and medium term payoffs to vocational courses rose substantially between 1972 and 1980 and remained high in 1992. Holding past and present school attendance and a host of other variables constant, academic course work in high school had much smaller labor market payoffs than vocational course work. These findings contradict the oft repeated claim that employers now seek workers with a good general education and are happy to teach the occupation specific skills necessary to do the job. Instead, they imply that the payoff to the occupation specific skills developed in schools has risen along with the payoff to generic academic skills. High school students who do not plan to attend college full-time would be well advised to start developing skills in a well paying occupation before they complete high school.
