Extension of Information Technology's Application Areas and Information ABSTRACTThe digital divide and derivative of it discrimination are not limited by the lack of access to telecommunication networks for a significant part of the population. In terms of digital divide, human rights are subjected to restriction on the ground of value's absence in the specific person for a developing information economy. The policy of overcoming the digital divide in modern society requires the coordinated efforts of the international community in the harmonization ofstate and business information policy.
The information space of the Baltic region has gradually developed since the free exchange of cross-border messages was made possible by media technology and international law. The international conflict between Russia and some countries of the European Union has become a factor hampering its sustainable development. Moreover, the conflict has adversely affected the functioning of many civil society institutions in the Baltic Sea region. This study focuses on the publications in the scientific media associated with the political technologies that may provoke conflict but must contribute to good-neighbourly relations in the region. We carry out a comprehensive political analysis and a specific examination of the Western scientific media to develop a package of measures that Russia can take to counter the conflictprovoking influences in the region. The current condition of the regional information space and information operations aimed at inciting Russophobia and forcing Russia out of the European political process is indicative of the politicisation of social sciences and the humanities and of the mythologisation of the policies of the regional social structures. The conflict must be urgently resolved, since the political technologies, which cause instability in the information space, damage the reputations of all the states involved. To reconcile the differences that underlie the information conflict in the Baltic region it is necessary to take into account common interests. There is a pressing need to join efforts in solving the challenging social problems that cannot be overcome without either international cooperation among the countries or effective social partnership.
Crimes that happen in the virtual environment created by digital technologies inflict considerable economic damage. Mercenary motives of criminals in the information society are giving rise to increasingly more and more sophisticated methods of abusing the trust of computer networks’ users. The harmonization of Russian legislation on counteracting cybercrimes with the legal standards of the Council of Europe is inevitable due to the trans-border character of crimes committed using information and telecommunication technologies, and to their high public danger. The methodology of researching cybercrime is based on the comparative analysis of Russian law enforcement practice on crimes in the sphere of computer information and the most progressive practices of counteracting cybercrime in the member states of the Council of Europe. The methods of inclusive observation and discursive analysis make it possible to identify latent delicts in contemporary information space. The analysis of criminal legislation and the practices of criminal behavior in cyberspace are aimed at improving the measures of counteracting the violations of fundamental human rights in the process of the digitization of economy, when fraud based on the abuse of network users’ trust becomes the most typical virtual crime. Internet users are interested in reporting the facts of offences in the information space on the condition that the state protects their fundamental freedoms. The creation of closed social networks by criminal organizations and the widening technical opportunities for extortion result in the creation of universal schemes that enrich criminals, who are not only interested in reducing the state’s influence on public relations, but are also trying to establish their dominance in the economic space of information society. The effective policy of law enforcement bodies on counteracting economic crimes in the global information space requires an international consensus regarding the development of public-private partnership in identifying cybercrimes and suppressing criminal practices connected with the use of information technologies.
