Engineers involved with electric transmission systems readily understand that the loss of a 345kV transmission line impacts a utility's ability to deliver power to its customers. They also understand the effects of the loss on the underlying 115kV system, and that there are mitigations that can he applied to a system to correct these problems. But, how can a mitigation be justified when the problem only exists during a specific transmission tine outage? How do engineers justify the expense of that type of mitigation? Assuming the problem has to be corrected to serve "the customer", how can the problem be solved without spending a great deal of money? This paper will attempt to answer these questions by describing an approach to implement an air core series reactor on a 115kV transmission system
