According to the latest World Bank estimates, today the Russian economic system is in the tenth place in the global economic space [1].A successful solution to the problem of ensuring economic security of the state in the context of the growing role of economic factors that determine the need for more efficient spending of the state budget is determined, first of all, by the presence of an appropriate regulatory legislation and scientific and methodological support. The formation of a new applied methodology for ensuring the economic security of the country during the implementation of public-private partnership projects is a priority in the study. A distinctive feature of the approach to ensuring economic security in the implementation of public-private partnership projects is that they maximize the possibility of obtaining a generalized assessment of the implementation of promising public-private partnership projects, taking into account the adopted restrictions on the level of economic security [2]. To date, the Russian Federation has a certain production potential, which must be developed and effectively promoted. All this necessitates the development of theoretical, legal and organizational foundations, as well as managerial mechanisms aimed at improving the economic security of the state. The purpose of this study is to study the economic interaction of the state and business to ensure the economic security of the Russian state using financial and economic indicators.

The course taken by the Government of the Russian Federation to modernize the economy has the goal of bringing the national economy to the path of stable growth and development. For this purpose, various regulatory acts aimed at stimulating the innovative development of the agricultural sector were adopted and are being adopted. Within these measures, a key place is given to the development of the institution of public-private partnership (hereinafter - PPP), which is an important tool for ensuring economic security of the country. We assume, that the need for PPP instruments stems from the very specifics of the agro-industrial sector, which needs the state support to function successfully. The effective development of the agro-industrial sector requires scientifically sound accounting of natural, technical, socio-historical and organizationaleconomic factors. In this regard, there is a need to identify the peculiarities of the organizational and economic mechanisms for the development of the agro-industrial sector and to work out new approaches to its formation, considering that one of these approaches isPPP.

The objective need to reduce the budget expenditures on food for persons held in correctional institutions forces us to find ways to use the available resources more effectively. When dealing with food provision issues, it is necessary to keep in mind food security, that is, the stability of supplies and the availability of stocks in the required volume. Increasing the level of self-sufficiency in food in the penitentiary system of the Russian Federation with the simultaneous optimization of production costs for manufactured products looks like an obvious way to reduce budget expenditures. In the authors’ opinion the presence of own agricultural producers (correctional institutions, as well as their subsidiary farms, federal state unitary enterprises engaged in agricultural activities) makes it possible to manufacture products with a minimum cost close to the production cost. In this aspect, it becomes very important to improve the organization of production processes through the use of software products. The article considers the advantages of using information and communication technologies in crop production and defines ways to optimize costs and reduce budget expenditures on food provision for convicts.

The article is devoted to the problems of creating a successful digital educational environment in a higher educational institution. The issues of interactive communication between teachers and students in virtual space using computer and information and communication technologies are considered. The article describes the advantages and disadvantages of creating a digital educational environment at the Academy of Management of the Ministry of Internal Affairs of Russia. The authors analyze the assessment of the organization and content of the distance learning course from the point of view of the representatives of the teaching staff. The objectives of the study include studying the issue of the level of readiness of the teachers of the educational organization to conduct training sessions in a distance mode, as well as the analysis of the degree of the students’ self-organization and their abilities for the independent acquisition of knowledge in a remote access mode. During the study, considerable attention is paid to the study of problematic aspects of creating a digital educational environment in a higher educational institution and the search for possible ways to overcome them.

The development of the subjects of Russia has shown the need for adjustments to approaches providing the national food security of the country. This problem affects the penal system, which needs to be safely provided with foodstuffs. An integral part of solving this problem is the promotion of science-based models of effective cooperation of public funds and private capital with the consideration of specific production conditions. It is necessary to identify empirical gaps in the knowledge about the use of public-private partnership (hereinafter - PPP) mechanisms in the interests of ensuring the food security of the national penitentiary system. We assume that the application of PPPs in the agricultural industry can be considered one of the most relevant instruments facilitating the innovative development of the agricultural sector of the economy, free competition, protection the rights of the resource owners.
